Job Overview

Join NCDHHS as a Business Analyst focused on Child Support Services, where you will play a crucial role in the development and implementation of innovative software solutions. This remote contract position is an opportunity to leverage your expertise in business analysis within a meaningful context that directly impacts families across North Carolina. Child Support experience is required for this role.

Key Responsibilities

  • Identify and document stakeholders, data flows, and both current and future state process flows.
  • Gather, document, validate, and maintain business, functional, and technical/non-functional solution requirements for software development.
  • Translate system requirements into agile themes, product backlogs, epics, and user stories or detailed business requirement documents.
  • Collaborate with the Product Owner and subject matter experts to refine user stories and establish acceptance criteria.
  • Work alongside vendors or internal development teams to ensure functionalities align with acceptance criteria.
  • Participate in gap analysis and detailed requirements development efforts.
  • Assist in the planning and execution of user acceptance testing, including the development of test scenarios and cases.
  • Maintain requirements traceability throughout the project lifecycle to support user acceptance testing and production rollout.
  • Contribute to the development of procurement documents including Requests for Proposals and Requests for Quotes.
  • Support vendor proposal evaluations and document the results effectively.
  • Engage in process improvement initiatives and market research for proposed automation projects.
  • Document meeting agendas and notes; facilitate meetings related to requirements gathering and UAT.
  • Aid the project manager in maintaining project artifacts and producing status reports.
  • Assist in developing surveys, assessment tools, methodologies, policies, and procedures.
  • Maintain the SharePoint site for assigned projects and perform additional analysis and project support tasks as required.

Required Skills

  • In-depth knowledge of business system techniques and testing methodologies for software development.
  • Comprehensive understanding of the software development lifecycle, Agile, Waterfall, and Hybrid frameworks.
  • Strong analytical and problem-solving skills.
  • Excellent verbal and written communication abilities.
  • Proven capability to facilitate meetings and effectively document processes.

Qualifications

  • A minimum of 7 years of extensive knowledge of business system techniques and testing methodologies is required.
  • Solid understanding of software development lifecycle and Agile, Waterfall, and Hybrid frameworks for at least 7 years.
  • A minimum of 3 years of experience in Child Support services is mandatory.
  • A Bachelor’s degree in a related field is preferred.
