Summary

This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Service (PDS) within the Chief of Staff (CoS). This incumbent will serve as Supervisor, Information Technology (IT)- Program Manager.

Duties

Job duties include but are not limited to the following:

  • Leads, coordinates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
  • Participate in the establishment of system-wide and local monitors and controls to meet federal government and industry standards and directs recommended and accepted risk assessment methodology.
  • Manage the coordination of assigned OIT mission-related IT system solution goals and facilitate adjustments as appropriate.
  • Manage program and budget resources valued up to hundreds of millions of dollars, to deliver highly complex information technologies via one or multiple IT projects.
  • Oversee the requirements planning, procurement, design, modification, integration, testing, and deployment of the IT system.
  • Evaluate, monitor, or ensure compliance with Federal, VA laws and regulations, policies, standards, or procedures: identify standards or requirements for infrastructure, configuration or change management.
  • Develop, modify, or provide input to project plans such as the Project Management and Acquisition Financial Management Plans, Cost Analysis, and technical project documentation.
  • The incumbent reports to a GS-15 and has 1 or more subordinates.
  • Supervises and directs the efficient planning and operation of the program.
  • Develops short and long-range plans with employees and/or contracted personnel.

  • Physical Requirements: Work is primarily sedentary, but involves use of personal computers so a degree of dexterity and visual acuity sufficient to utilize these tools is required. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. The work does not require any special physical effort.

This position has an Individual Occupational Requirement (IOR). You must meet the Basic Qualification Requirements, Specialized Experience, AND Selective Placement Factors to qualify for this series as describe below.

Basic Qualification Requirements: For this position, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas of facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade 13 in the normal line of progression for the occupation in the organization. Supervisory experience and supervisory functions to 8-10 staff manages all priorities and deadlines of the staff, reviews and assigns work as directed by Chief of Staff, finds ways to improve work methods, productivity and quality within the role. Ensures all employees under direct supervision comply with applicable Federal Laws, and agency regulations regarding procurements, Equal Opportunity, Reasonable Accommodations, Alternate Dispute resolution, and applicable Union contacts. Develops work plans and manages overall work to enhance achievement of the goals and objectives set by Chief of Staff. Seasoned experience with team building, building of operating structures and formalizing programs.

Selective Placement Factors:
This position includes a skill, knowledge, ability, or other worker characteristic basic to and essential for satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent the minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.   • Selective Placement Factor 1 is defined as: Mastery knowledge and seasoned experience in acquisition life-cycle and processes to oversee Contract Officer Representatives (CORs) and the Programming, Planning, Budget, and Execution (PPBE) life cycle to effectively manage oversight to the service line major deliveries across multiple portfolios.
  • Selective Placement Factor 2 is defined as: Mastery knowledge and seasoned experience in Acquisition Financial Management Plans, Cost Analysis Reviews at a large-scale and able to build and implement new plans to support the agile delivery of the service line.
  • Selective Placement Factor 3 is defined as: Seasoned experience and knowledge in comprehensive portfolio management, development of business strategies and implementation of these strategies aligned to the business administrations IT Capabilities.
