Job Description
Jefferson Consulting Group is seeking SENIOR CONTRACT SPECIALIST to support DEPARTMENT OF TRANSPORTATION.
This role will be Remote.
The annual salary range for this position is $95,000.00-$125,000.00. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Responsibilities
- Reviews procurement requests to ensure all required documents have been included and fully understands all documents submitted as part of the requests.
- Works with FMCSA Contracting Officer, Contract Specialist and Program Office personnel in developing sound acquisition plans.
- Drafts pre-award documents (e.g., synopsis, solicitations, Determinations and Findings, negotiation and award summaries and other supporting documentation).
- Assists FMCSA Contracting Officer, Contract Specialist and Program Office Personnel in developing sound technical and cost evaluation plans.
- Assists in conducting and documenting reviews of price/cost proposals.
- Provides advice to program office personnel on how to conduct and document technical and cost evaluation of proposals.
- Reviews technical evaluation reports. Based upon results of cost and technical proposal reviews, recommends to the FMCSA Contracting Officer and/or Contract Specialist how to proceed with the contract action.
- Prepares award documents in "FINAL FORM".
- Performs all post-award duties.
- Help ensure all applicable reporting requirements are fulfilled in a timely manner. These include:
- FMCSA OAM's Procurement Request Tracker (a SharePoint-based database) and Workload Reporting has timely and accurate information at all times.
- Actions are processed in PRISM in a timely manner.
- Ensure information provided in FPDS-NG and USASPENDING is accurate and current.
- All ad hoc reporting requirements are completed correctly and within established timeframes.
- Helps ensure compliance with all administrative, safety, and security requirements established by FMCSA (e.g., FMCSA OAM Policy Memos, FMCSA Orders, etc.), the U.S. Department of Transportation (e.g., the Transportation Acquisition Regulation, Transportation Acquisition Manual, other DOT orders, regulations and procedures) and the federal government (e.g., FAR, various OMB and CFR Circulars and regulations applying to assistance agreements).
Required Qualifications
- Bachelor's Degree
- 10+ years cradle-to-grave knowledge of, and experience with, all contract types to include those considered "high-risk" (e.g., Cost-Reimbursement, Time and Materials, LH).
- Experience in processing Inter/Intra-Agency Agreements; Task Orders, Delivery Orders and modifications.
- Experience in acquiring goods and services from General Services Administration (GSA) Schedules.
- Experience with drafting procurement documents tailored to unique procurement actions.
- Exceptional communication and analytical skills and may be required to participate in briefings to high-level DOT officials.
- Exhibits sound business judgement when advising on procurement decisions.
- Ability to research and cite applicable laws, regulations, policies and procedures to support procurement-related recommendations and decisions.
- Established record of working well in a high-pressure, high volume procurement office.
- Proactive in recognizing potential problem areas and addressing those problems.
