Job Summary: 

This position is located in the Administration for Children and Families, Office of Head Start. Head Start is a national HHS program that promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social, and other services to enrolled children and families.  


The SmartSheets Product Owner is responsible for a wide variety of data management, analytical, and communication duties as part of a team engaged in ongoing development and improvement of OHS data systems. This position will support the design, implementation, maintenance, and end-user access of various SmartSheet initiatives. 


Responsibilities 

Contributes to attainment of OHS strategic objectives through proficiency in SmartSheets management, data methodology, analysis, and utilization: 

  • Owns the product strategy; works with their team to ensure the development and prioritization of the product vision, roadmap, quality objectives, and metrics to guide technical execution and for continuous improvement. 
  • Make decisions to optimize product value, advocates for building value for its users and OHS, steers product strategy to align with the OHS Digital Services and data strategy. 
  • Uses evidence (user research, web analytics, usability testing, and other metrics) to make product decisions. 
  • Promotes modern technology development and management; uses their knowledge of best practice digital delivery practices, theories, and concepts such as product management, human-centered design, and agile development processes to advise on end-to-end product development. 
  • Builds alignment with ACF Tech and OHS divisions to ensure product development includes security and privacy compliance, Head Start subject matter and OHS policies. Helps partners understand how to deliver value, rather than features, to their users. 
  • Works in alignment with OHS Digital Services priorities and standards. 
  • Liaises with the Smartsheet vendor to support and maintain larger OHS products and initiatives. 
  • Prioritizes initiatives based on evidence-based frameworks. 
  • Maintains the ATO alongside the OHS system owner and ACF Tech. 
  • Administrates account management, including assets, group, license, and access management. 

Supports operational knowledge and information access by Head Start stakeholders through diverse channels of communication: 

  • Serves as a Head Start SmartSheets liaison to various units within the immediate OHS. 
  • Supports data collection and analysis for special projects. 
  • Represents the organization at briefings and other meetings regarding the justification and approval of specific projects.  
  • Advises Division Director and program units on the feasibility and consistency of information platforms as they affect Head Start data/data systems. Presents Head Start data and operations to various groups as needed. 
  • Develops recommendations for system adjustments to support unexpected changes in program operations and/or funding. 
  • Participates in meetings, conferences, and consultations to contribute to the formulation and development of new and revised data platforms and procedures. Shares information on projects, initiatives, and best practices that can enhance agency, division, or Regional Office performance. 
  • Provides advice, counsel, explanation, or instruction to OHS staff and other stakeholders, on Head Start data and information systems. 
  • Drafts reports and responses to requests from OHS staff and grantee agencies regarding Head Start data and data systems. 
  • Assures Regional Office and other OHS teams are informed and up to date on system changes impacting their work with the various data systems. Raises issues as needed to facilitate consistent implementation of procedures and requirements. 

 

Physical Requirements:  

Prolonged periods of sitting at a desk and working on a computer.

Requirements

 

Education and Experience: 

  • Bachelor's Degree with 3-5 years of related experience or an equivalent combination of education and experience.   
  • Strong analytical and quantitative skills, writing skills, and an aptitude for progressive information technology, as well as initiative, resourcefulness and independence are desired.  
  • Flexibility to adapt to multiple tasks and changing priorities; must have excellent organizational skills and be detail oriented.  
  • Strong interactive communication skills and experience training/presenting.  
  • Must be proficient in SmartSheets, MS Office Suite, possess strong Excel skills. 
  • Proficiency in programming languages (e.g., R, Python) is beneficial. 
Salary Description
$80,088-$128,000
