KTS and our government customer.

The Budget Analyst specializes in the coding and development of intensive software applications, including web-based and text interfaces. Analyze functional business applications and design specifications for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts. Translate detailed design into requirements for computer software/platform. Test, debug, and refine the computer software/platform to produce the required results. Provide support for database analysis, design, and operations. Establish and maintain communications within organization and with partners. Prepare required documentation, including both program-level and user-level documentation. Assist with enhancement requirements for the software/platform to reduce operating time or improve efficiency.
Responsibilities
We are looking for a detail-oriented and strategically minded Senior Financial Analyst to join our Koniag Government Service Business Unit. While reporting to the Service Operations Director – Koniag Governments Services, you will be responsible for assisting in all phases of planning and various types of financial analysis. As the Financial Analyst for our KGS team, your responsibilities include:
- Assist the Government with management and governance across USDA’s financial management processes, data, and systems
- Provide PM and technical assistance to the USDA Service Operations team with implementation of new financial program across the Department.
- Track organizational progress across all new systems, answer question, assist Agencies and USDA organizations as required to ensure a smooth and uniform transition.
- Be knowledgeable of Financial Systems and answer technical questions for the customer during meetings as needed.
- Help USDA Organizations utilize a new centralized data hub, to facilitate the exchange of reimbursable transactions
- Work with Stakeholders, contract team leaders, and government leadership to work towards system implementations.
- Provide project administration, schedule management, issue/change management, and test management.
- Provide the government with reports and assists in interpreting organizational implementation data. Investigates issues per management requests and communicates results.
- Assist the Government by providing analysis of technical issue and concerns to develop a greater USDA financial systems understanding of options and implications
- Drafts correspondence on behalf of the Senior Executive for review and approval
- On behalf of Senior Executive, coordinate communication, including calls, responding to email and interfacing with stakeholders, or their staffs, at all levels
- Prepare internal and external documents and correspondence
- Edit and complete first drafts for written communications to internal and external stakeholders
Requirements
- U. S. Citizen with ability to obtain an MBI Public Trust Clearance
- 10+ Years Federal Financial Management experience, including experience with budget formulation, execution, planning and analysis related activities
- Functional knowledge of USDA Program, Planning, Budget and Execution activities a plus
- Knowledge of acquisition and contracting processes.
- Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
- Must be a self-starter that can recognize needs and act with little to no guidance.
- Able to rapidly understand and apply new concepts.
- Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities.
- Advanced MS Word skills; proficient PowerPoint, Excel, and Outlook application skills.
- Bachelor's degree in Accounting, Finance, Management Science or closely related field
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
