The Beyond Oil and Gas Alliance (BOGA) is a first-mover alliance of governments and stakeholders that are working toward a global, managed, and just phase-out of oil and gas production. BOGA was launched at the 26th UN Climate Change Conference (COP 26) in Glasgow as the first government-led alliance committed to phasing out oil and gas production. Its core members have committed to ending new licensing rounds for oil and gas and to Paris-aligned end dates for production.
At COP 27, BOGA announced new members and friends, launched a USD 10 million BOGA Fund to support developing countries in their transitions and helped rally over 80 governments in support of the phasing out of all fossil fuels. At COP 28, BOGA played a central role in delivering the first global agreement to transition away from fossil fuels.
BOGA’s continued success depends on translating the UAE Consensus into action and developing credible pathways and finance for just transitions away from fossil fuels. This means supporting BOGA members’ ambitions, bringing new members into the Alliance, and ensuring that dependency on oil and gas production—and the barriers it presents for climate action—is elevated within international climate, energy, and economic dialogues.
BOGA’s Fund provides analytical, policy, and technical assistance to Global South governments that want to explore the risks of continued oil and gas development and the opportunities of alternative development pathways. It also acts as a catalyst for larger-scale, longer-term support from the multilateral system. At COP 29, BOGA announced the opening of a nationally determined contribution (NDC) window under the BOGA Fund in collaboration with the NDC Partnership.
Expanding the Secretariat
The next round of Secretariat recruitment includes the two positions listed below, each reporting to the Head of the Secretariat:

- Senior Advisor/Lead, EU Engagement
We are looking for skilled and ambitious professionals with a deep understanding of the political, economic, and social barriers to phasing out oil and gas production and with a track record of delivering effective policy and technical assistance in government and/or international organization contexts.
Candidates must be team players and self-starters who are happy working collaboratively with BOGA Secretariat colleagues, government, philanthropic, and multilateral counterparts. They must also have the experience to independently develop areas of the Secretariat’s work and the confidence to flourish in an evolving role. Staff will be fluent in written and spoken English, with proficiency in Spanish, Portuguese, and/or French being highly desirable.
What We Need From You
This is a crucial role ahead of COP 30. The Senior Advisor, NDC Specialist, will work closely with the Head of Secretariat, the BOGA Fund Manager, and the Secretariat team to support BOGA members and friends in delivering NDCs that accelerate the phase-out of oil and gas production; work with BOGA members and partners to develop guidance on integrating just transitions away from oil and gas in the next round of NDCs; and support the design and delivery of NDC-related programs under the BOGA Fund.
Candidates should have at least 8 years of relevant experience, with a strong understanding of international financial institutions and the global economy, and a solid track record of delivering policy dialogues and practical interventions relating to climate risk and/or energy transition. The successful candidate will demonstrate:
- experience working directly with governments and development finance institutions, including in-country work in oil and gas-dependent economies;
- strong track record of working within/with governments to develop NDCs and long-term strategies under the UNFCCC;
- experience designing and coordinating funding proposals and raising donor resources for climate and energy transition-related assistance;
- a track record of managing consultants and delivery partners, and supporting the delivery of timely and high-quality analysis, dialogues, and technical assistance;
- strong expertise in project management, including designing, planning, coordinating, and delivering large-scale donor-funded projects;
- experience designing and implementing monitoring, evaluation, and impact strategies, including the ability to proactively identify and manage risks;
- strong communication skills, including the ability to draw lessons from data and dialogues and draft clear technical guidance and policy briefs.
The ideal candidate will be self-motivated, with the ability to deliver against tight deadlines, and to plan and organize work with minimal supervision, in a logical and efficient manner. They will be a team player, comfortable working within a growing team in an evolving role.
The BOGA Secretariat is currently hosted by the International Institute for Sustainable Development (IISD), an independent non-governmental organization with over 30 years of international experience. IISD is responsible for the recruitment and administrative management of this position.
Location: This position is remote/global with preference for DC, Bonn, Paris or Nairobi. The role will be based remotely, with regular international travel.
Salary: Competitive salaries are offered depending on the candidate’s location and relevant experience.
Employment type: Full-time contracts will initially be given on a 1-year, fixed-term basis, with the expectation of renewal based on funding and other factors.
