Job description

Role Overview

            Reporting to the Oregon Depot Manager, the Depot Development Lead, works closely with transfer stations, recycling depots, local governments (LGs), service providers, and community-based organizations (CBOs) to expand Oregon’s recycling collection network for hard-to-recycle materials. This role focuses on building relationships with existing waste management and recycling operators, negotiating contracts, and overseeing the operational launch of PRO material collection points, or depots. The Depot Development Lead will work with multiple interested parties to determine the equipment, operational logistics, timing and community engagement needed to establish or expand public-facing collection points for the specific materials on the PRO acceptance list. The Depot Development Lead will work closely with the Depot Manager to ensure strategies, budgets, and workstreams are aligned and the development of PRO materials sites meets program targets. Planning community events, to supplement depots, will also be a key function of this role

 

Key Responsibilities

  • Lead efforts to build strong partnerships with waste and recycling operators, fostering collaboration to ensure successful depot launches and ongoing operations.
  • Develops a deep understanding of terms of Circular Action Alliance funding agreements and supplemental contracts as well as the regulatory requirements associated with operationalization of contracts
  • With oversights from the Depot Manager, leads engagement with prospective depot sizes to determine sites needs, reaches agreement with site operators and finalizes contracts.
  • Gathers and manages program metrics, tracks performance data, and ensures its accuracy and completeness, to help
    1. Contribute to negotiation of contract terms with prospective depot sites
    2. Manage the build out and launch of new depots.
    3. Support short- and long-term strategic planning activities and ensure regulatory compliance.
  • Coordinated the ordering, customization, delivery and installation of site-specific collection equipment, and program signage.
  • Coordinates with the Depot Manager on depot site staff training, site audits, and other support for depot collection sites.
  • Collaborate with Depot Manager and contractors to help manage community recycling events across the state.
  • Accurately and thoroughly tracks project tasks, deliverables and deadlines in project management tools. 
  • Implement policies and procedures that will improve day-to-day operations.
  • Communicates and collaborates with the project team and staff.
  • Works with the appropriate resources to ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specification, and best practices.
  • Manages information necessary for quarterly and annual reporting. 
  • Performs other related duties as assigned.

Qualifications

  • Bachelor’s degree in Business Administration or professional designation from a recognizes procurement organization, Engineering, Sustainability, or related field required.
  • Direct working knowledge of the recycling system in Oregon, with a minimum of 2 years of experience working in a recycling-related field strongly desired.
  • Experience leading program innovation or start-ups preferred
  • Proven track record of successful team collaboration.

 

 

Physical Requirements

  • Includes travel to meet with external interested parties, depot sites, and aggregations facilities
  • Must reside in Oregon or Southwest Washington

 

Compensation & Other Information

  • Location: Initially Fully Remote based in Oregon, with the possibility to work in-person
  • Reports To: Oregon Depot Manager
