About the Role

TPG seeks an experienced Early Childhood (EC) Manager to implement an outcome-based quality assurance system for training and technical assistance, supporting grantees both individually and in group settings. The manager ensures that staff receive the necessary guidance and resources to meet federal standards and improve outcomes for children and families. This includes conducting field observations, managing data for continuous improvement, and coordinating with regional and national offices to align efforts with broader educational goals, enhancing grantees capacity to sustain improvements independently, foster family engagement, and address community needs.

Key Responsibilities:

  • The EC Manager shall provide the following in-person or virtually as determined by the Office of Head Start (OHS) Regional Office:

  • Develop and implement a comprehensive system of quality assurance for TTA to grantees and contract deliverables related to the work of Early Childhood Specialists.

  • Provide effective and timely ongoing oversight and coaching to Early Childhood Specialists.

  • Develop and implement professional development programs for EC Specialists to increase their capability to support grantees in key performance areas including coaching, curriculum implementation and fidelity, teacher-child interactions, family engagement, child and family outcomes, assessment, and data aggregation and analysis.

  • Review grant recipient TTA reports for accuracy and ensure TTA reports are submitted by the due dates outlined in the Schedule of Deliverables.

  • Implement TTA data aggregation, analysis, and reporting processes that inform and improve the quality and responsiveness of Early Childhood Specialist services and improve coordination with state, regional, and national priorities, and other early childhood TTA systems, as directed by the region.

  • Conduct field observations of the Early Childhood Specialists in each performance period to assess the quality of TTA provided and determine professional development needs.

  • Communicate with the Office of Head Start (OHS) Regional Office staff to ensure coordinated support, messaging, and prioritization of technical assistance to grantees. 

  • Participate in national and regional work groups and meetings as directed by the OHS.

  • Provide direct TTA to grantees, as requested by the Office of Head Start (OHS) Regional Office.

  • Support emerging OHS initiatives and priorities. 

Minimum Qualifications:

  • Bachelor's degree in early childhood education/development, education leadership, or related field from an accredited university or college.

  • Seven (7) years of experience includes at least three years of technical assistance with Head Start or other early childhood programs related to school readiness.

  • Three to five years of progressive supervision/management and staff development with experience managing remote‐located staff.

  • Experience coaching staff.

  • Experience developing, implementing and managing/improving projects, including implementing quality assurance systems.

  • Ability to type 45 wpm.

Desired Qualifications:

  • Master’s Degree.

  • Head Start Program Performance Standards.

  • Head Start Act.

Professional Skills:

  • Must possess strong computer skills in MS Office, including Excel, Word, PowerPoint, Outlook, and Teams.

  • Experience using virtual platforms and technologies, i.e., Adobe, Teams, etc.

  • Strong analytical, problem-solving, and decision-making capabilities.

  • Strong collaboration skills, works well with others, including staff, families, and community partners, to achieve common goals and improve program outcomes.

  • Team player with the ability to work in a fast-paced environment.

  • Ability to work with all levels of internal staff, as well as outside clients and vendors.

  • Communicate clearly both verbally and in writing with various levels of staff and clients. 

The Work Environment

  • This is a remote opportunity where occasional travel will be required, as needed. Since this is a remote role, must have a dedicated workspace conducive to full videoconferencing (camera and audio) for facilitating webinars and online discussions.

  • Must Reside in one of the following states: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Illinois, Indiana, Michigan, Minnesota, Ohio, or Wisconsin (Preferred: Chicago, IL or Atlanta, GA)

Work Schedule

This is a full-time position that typically works business hours Monday through Friday. Hours may vary depending on needs and may at times include travel, evenings, or weekends to meet specific project requirements.

Conditions of Employment

  • Complete a Drug Test.

  • Be at least 21 years of age.

  • Be able to obtain a Tier 2, Non-sensitive Public Trust (Moderate Risk) Clearance. 

Security Clearance/Background Check Requirements

  • Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.

  • Must be a U.S Citizen or Permanent Resident.

  • Residency requirement - 3 consecutive years in the last 5 years.

Physical Requirements/Working Conditions

  • Standing/Walking/Mobility: Must have mobility to walk sites and attend meetings with other stakeholders and employees.

  • Climbing/Stooping/Kneeling: 10% of the time.

  • Lifting/Pulling/Pushing: 10% of the time.

  • Fingering/Grasping/Feeling: Must be able to write, type, and use a telephone system 35% of the time.

  • Sitting: Sitting for prolonged and extended periods.
