ROLE SUMMARY:

Application Development Senior Advisor leadership for Care Solutions Delivery teams. This individual will be working on several of the largest Technology initiatives for Evernorth targeted at revolutionizing Health Services and Healthcare Delivery system in the United States. The focus of the work is to continue to enhance Evernorth’s market winning capabilities in the Behavioral Health and Care Solutions space. The Technology strategy is completely aligned to our business strategy and the candidate represents the “voice of the customer” at the team level, ensuring business, system, functional, and non-functional requirements are fully understood and implemented by the teams. They must have strong business skills and experience, with either some past experience working with technology teams, or the ability and interest to learn how to work with technology teams. Exercises considerable creativity, foresight, and judgment in conceiving, planning, and delivering initiatives. Uses deep professional knowledge and acumen to advise functional leaders. Focuses on providing thought leadership but works on broader projects, which require understanding of wider business. Recognized internally as a subject matter expert.

This position will specifically be filling a System Analyst Senior Advisor role within Agile/Scrum and the Scaled Agile Framework (SAFe) delivery process.  This position will support multiple scrum teams.  The System Analyst will be tasked with working with our business partners to understand scope, engage in project requirement meetings, and then decomposing those requirements to define ‘what’ our assets need to do to accomplish business and program objectives and communicating them to the development teams. 

This unique role provides the System Analyst with the opportunity to work very closely with business partners as well as with Behavioral Health and Care Solutions development and architecture team members. The solution focuses on enabling this change through the use of the latest technologies and development.

RESPONSIBILITIES:

  • Works with business/project stakeholders to clarify business needs and use that as input into documenting application/system design and requirements documentation with the goal of ensuring that scope and solutions support short and long term company objectives and needs.

  • Collaboratively works with product owners, engineers, and architects during scope, requirements, and design processes to fully document scope, requirements, and design related to the business need, and estimate work effort to implement scope.

  • Prepares detailed system, functional, and non-functional requirements documentation that development teams will use to plan, develop, test, and implement application/system functionality.

  • Helps to right size development teamwork and provides high level estimates for new work to help achieve funding

  • Direct the team in troubleshooting and problem resolution.

  • Identify and drive process improvement opportunities.

  • Technical understanding but not limited to, AWS, Python, Java, and SQL

  • Works as a Leader with development and production support teams, engaging with the team continuously.

  • Able to work for cross-teams and engage teams across organizations as the issue demands.

  • Drives issue resolution by engaging teams, escalating when appropriate

  • Participates in Implementation planning and Releases.

  • Available outside of business hours in case of an issue that demands attention.

  • Participates in the innovation process insights/needs, brainstorming/out-of-the-box thinking to develop concepts and identify solutions.

QUALIFICATIONS:

  • AWS Implementations and application rationalization are required.

  • Working experience with RHEL JAVA is strongly preferred.

  • Working experience with Informatica is a plus.

  • MSSQL and Oracle experience preferred.

  • Strong technology experience, with some business skills and experience.  Interest to learn.

  • Working experience with analytical and problem-solving skills. 

  • Excellent oral and written communication skills, including the ability to clearly and openly communicate status, issues/risks, and challenges presented to the project.

  • Familiarity with agile methodology including SCRUM team leadership.

  • Understanding of UMCM platforms

  • Healthcare and Authorization management system

  • Familiarity with modern delivery practices such as continuous integration, behavior/test driven development, and specification by example.

  • Proven experience with development of large-scale enterprise application solutions.

  • Strong problem-solving, influencing and critical-thinking skills with the ability to execute with limited information and ambiguity.

  • Strong requirements elicitation, gathering, and documentation skills, at business, functional, and technical levels.

  • Technical acumen with the ability to translate business needs into technical language and vice versa.

  • Advanced Programming knowledge and troubleshooting skill

  • Understanding of Cloud Migration

  • Ability to manage customer requirements and scope discussions; as well as ability to facilitate large groups (in person or over the phone) with little to no intervention. Specifically, work and manage their scrum teams, backlog, and business owner communication independently.

  • Ability to lead, guide and drive early scope decomposition and architectural runway.

  • Ability to collect and understand application solutions from the team and present as options for business challenges.

  • Ability to speak and communicate with the technical team and the business team in their own vernacular and translate concepts between both teams.

  • Strong communicator (ability to communicate at all levels), skilled at stakeholder management (setting and managing expectations) and ability to communicate with all levels of the organization.

  • Must have ability to step into complex assignments and is able to negotiate through to successful, appropriate solution gathering consensus, delivering complex solutions incrementally with large teams.

  • Must have ability to exercise independent judgment in planning, organizing, and performing analysis tasks. Some independent judgment required in setting priorities of tasks among multiple assigned projects.

  • Strong time and project management skills.

  • Key participants in overarching Enterprise initiatives as well as work tied to enhancing processes and tools.

  • Key participants in discussion with key vendors in identifying potential impact of their changes on our systems.

  • Helping production support in triaging production issues.

  • Answering key questions about system and latest enhancement

  • Providing support to all stakeholders by answering their questions and concerns.

  • Reviewing high level architecture and providing key inputs.

  • Provide high level estimates for upcoming features.
