Job Description Summary We are looking for a Sourcing and Federal Regulation Specialist Construction Operations for our Hydro Power North America division within GE Vernova.

The principal task of this position will be to manage the buying process for a given set of services driven by project. Apply sourcing policy, interface between supplier and entity with respect to specifications & budgets and will procure medium to complex materials and services. The focus will be US Government projects. Along with this task, the person will need to ensure strong compliance of the C&C team to the USG rules & regulation by conducting audit within different USG projects, both with GE team members and subcontractor/suppliers. The successful candidate will have working knowledge of federal regulations (FAR/DFARS), experience in administering procurement requirements. In-depth understanding of key business drivers; uses this understanding to accomplish own work. In-depth understanding of how work of own team integrates with other teams and contributes to the area. Essential Responsibilities

  • Ensure alignment with internal stakeholders (other functions), Internal Suppliers, executives and report progress.
  • Train the C&C team and its different roles and lead the transformation and USG compliance roadmap.
  • Liaise with US Government Subject Matter Experts to ensure compliance criteria are communicated and implemented through the C&C team.
  • Work with the teams and functions to ensure processes/tools are being applied and USG business requirements are being met.
  • Own the culture transformation around USG compliance and business transformation.
  • Empower the culture of continuous improvement and lean in the C&C team.
  • Support regionally the implementation specific tools related USG compliance.
  • Send request fro quotation to suppliers and subcontractors following scope of works
  • Place and follow-up on POs. Manage relationships with suppliers for PO execution. Manage problems and schedule changes.
  • Manage PO box folder and be rigorous with classification of documents and PO ckeck list making sure all mandatory documentation is received from vendor (reps & certs)
  • Supplier relationship management & follow up including development of Small businesses suppliers
  • Support supplier evaluation and data management
  • Support Commodity Leader in vendor management, including claims.
  • Support Commodity Leader in Heightened Due Diligence processes
  • Recommend improvements to existing procurement policies, procedures and tools, in addition to training and mentoring other employees on procurement processes and requirements.

Required Qualifications

  • Bachelor’s degree in supply chain, business administration, finance, or similar discipline or equivalent combination of education and experience.
  • Minimum of 7 years relevant experience in procurement / supply chain role.
  • 5-10% travel is required annually

Desired Characteristics

  • Previous role in USG/federal contracts
  • Experience with the Federal Acquisition Regulation (FAR) and Department of Defense FAR Supplement (DFARS).
  • Knowledge in Contract management and commercial aspect including EHS and HR policies
  • Knowledge, understanding, and ability to support Sourcing strategies (i.e., aligning region with global policies, payment terms, etc.)
  • Demonstrated ability to effectively manage job responsibilities in a global environment with minimal supervision.
  • Thorough working knowledge in SAP system
  • Knowledge of contract management and T&C
  • Basic knowledge of EHS & execution quality
  • Experience procuring and managing construction service agreements for at least 3 years preferred, including the administration of Davis Bacon and Related Act (DBRA) requirements.
  • experience with certified payroll review audit
  • Experience with automated purchasing systems (Ariba, Oracle) and procure-to-pay processes.
  • Demonstrated ability to analyze and resolve problems.
  • Demonstrated written and verbal communication and negotiation skills
  • Strong analytical and problem solving skills
  • To comply with US immigration and other legal requirements.
  • Proven track record in process management and transformation
  • Good understanding of lean principles and how to apply them
  • The ability to apply change management principles
