OVERVIEW: The Laurent Clerc National Deaf Education Center at Gallaudet University is a federally funded center with exemplary elementary and secondary education programs for deaf and hard of hearing students and is tasked with developing and disseminating innovative curricula, instructional techniques, and products nationwide while providing information, training, and technical assistance for parents and professionals to meet the needs of deaf and hard of hearing students from birth to age 21.

Summary:

Reporting to the Director of National Programs and Outreach, the Project Manager focuses on the area of Early Intervention (EI) and manages mission-furthering work in various projects and activities in alignment with the strategic plans.


 

Job Description:

  • Coordinates, and as assigned by the Director, assumes oversight for aspects of assigned projects in the areas of project development, product dissemination, technical assistance and training, and outreach; as appropriate, incorporates the involvement of internal and external stakeholder groups through avenues such as project collaborations, content development, public input opportunities, and feedback/evaluation mechanisms.

  • Coordinates identified projects from project definition through development and supports dissemination and evaluation efforts as appropriate; provides project leadership and actively manages project plans; determines project goals, budgets, and timelines in collaboration with and/or based on input from related Clerc Center units and stakeholder groups; recommends and maintains timelines for identified projects; facilitates a multi-step planning process; and works collaboratively with sub-division leaders to establish and/or maintain effective intra- and interdepartmental systems to facilitate ongoing organizational planning and monitoring.

  • Coordinates the planning and management of assigned systems, mechanisms, and programs for National Programs and Outreach's primary functions in the areas of training, technical assistance, dissemination, and outreach; and assists the Director in overseeing the planning, preparation, evaluation, and delivery of educational resources and training for the Clerc Center and ensures that systems for ongoing improvement of our resources are in place and enacted.

  • As assigned by the Director, coordinates the development of mechanisms and processes to support the effective provision, evaluation, and documentation of technical assistance activities.

  • Supports outreach efforts related to the implementation and reporting of the Clerc Center's Public Input process, as required by the Education of the Deaf Act; and ensures efforts address the needs of traditionally underserved groups and various educational environments.

  • Coordinates multiple responsibilities simultaneously; leads or participates on project teams; uses a collaborative process to define the specific roles and responsibilities for team members; reports team progress, problems, and problem-solving to the Director and the Directors/principals of other units as appropriate; and works to ensure all members of the team are active, contributing members.

  • Works with other members of the unit to systematically document organizational planning progress for reporting, historical, and other purposes; prepares reports as needed for the Board of Trustees, U.S. Department of Education, GPRA, and other purposes; and develops communications for assigned responsibilities, including status updates for key internal and external stakeholders.

  • Maintains fiscal accountability for assigned budgets, manages assigned resources, and performs administrative responsibilities in compliance with policies, procedures, and timelines.

  • Ensures initiatives and projects provide support for the Clerc Center's efforts to raise student achievement, with a particular focus on deaf and hard of hearing students from birth through high school who have been traditionally underserved (e.g., students who are members of diverse cultures, have disabilities, come from families where a language other than English is used, live in rural areas, and/or are underachieving academically.)

  • Keeps abreast of current trends and practices, including best practices and promising practices as they pertain to deaf and hard of hearing students in the identified traditionally underserved populations.

  • Documents all national program and outreach contacts and activities as appropriate.

  • Uses advancing technologies to enhance the Clerc Center's ability to achieve its established agenda, (e.g., the Clerc Center website, online learning platform, online courses, videoconferencing, etc.)

  • Serves as an active, contributing member of the Clerc Center community and Gallaudet University as a whole.

  • Supervises unit personnel, external contractors, and/or student interns as assigned.

  • Establishes and maintains a positive and supportive working relationship with co-workers and supervisors.

  • Demonstrates a genuine commitment to diversity, equity, and inclusion in the workplace and participates in activities and workshops to foster continuous learning.

  • Serves as a mandatory Title IX and Bias Incident reporter and takes annual Title IX and Bias Incident training as part of the compliance requirements.

  • Prioritizes safety in the workplace as a collective responsibility for the well-being of employees and fosters a culture of safety that is integral to our success, including strict adherence to safety procedures and protocols, as well as promptly reporting any safety hazards or incidents.

  • Performs related and other duties as needed.

Required Qualifications:

  • Bachelor's degree.

  • A minimum of three years of professional experience with project management, business operations, or a related field.

  • Ability to communicate in American Sign Language.

Preferred Qualifications:

  • Master's degree.

  • Strong writing for general and professional audiences.

  • Strong ability to perform with a high degree of skill and autonomy.

  • Strong ability to multitask when managing multiple activities and timelines.

  • Strong knowledge of early intervention which focuses on developing and disseminating resources and support for families, providers, and professionals within Early Intervention settings through Preschool ages (birth to age 4).

  • Demonstrated experience with using strategies and tools to track activities, milestones, and progress.

  • Demonstrated experience working in a K-12, post-secondary, or agency setting for deaf and hard of hearing students.

  • Demonstrated experience in working as an Early Intervention Service provider and/or in an early childhood setting for deaf/hard of hearing youth.

  • Demonstrated ability to work with and across University departments, as well as outside constituents and groups.

  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.
