Job Purpose/Summary

The Engineer, Process Safety Management (PSM) is responsible for developing the Process Safety Management Program by revising and continuously improving existing processes and procedures and implementing new ones where required. The PSM Engineer is responsible for developing an assurance plan for the elements of the PSM Program. The PSM Engineer also serves as a subject matter expert (SME) in process safety and assures the company PSM program is compliant with all applicable regulatory agencies.

Job Responsibilities

  • Ensures Plains PSM Program is compliant with OSHA 1910.119 and EPA 40 CFR Part 68

  • Provides SME advice to support HSE Ops PSM Specialists in ensuring each Plains PSM-covered site meets the program requirements

  • Leads Plains OMS Sub-Element 2.3 Management of Change and Process Safety Management, including actioning gaps and assisting with setting maturity targets

  • Maintains and reports on metrics to measure progress towards Plains’ PSM goals (e.g., zero Tier 1 or 2 process safety events)

  • Organizes and maintains annual process hazard analysis and process safety audits schedule in conjunction with HSE Ops

  • Provides SME opinion on high-risk process safety events when requested

  • Develops closure strategies for corporate actions originating from PSM audits

Knowledge, Skills, and Experience Required:

  • A bachelor’s degree in chemical, mechanical, or electrical engineering, or a related discipline, with a minimum of 5 years of relevant oil and gas, refining, or petrochemical experience

  • A minimum of 10 years of relevant oil and gas, refining, or petrochemical experience with direct experience in a process safety role may be acceptable in lieu of having a bachelor’s degree

    • Emphasis on roles where time was spent working with field operations (e.g., development of procedures, engaged in Management of Change, incident investigation experience, etc.)

    • Strong understanding of OSHA 1910.119, 40 CFR Part 68, and API RP 754

    • Familiarity with CSA Z767 and CSA Z260 an asset

    • Able to describe and explain oil and gas hazards and adequate risk controls

    • Experience participating in Process Hazard Analyses and incident Root Cause Analyses

  • Experience leading projects and collaborating with multi-discipline teams to develop and roll out companywide programs

  • Excellent oral communication skills and ability to work with a wide range of coworkers in a diverse community.  Can translate complex topics to all levels of the organization.

  • Ability to develop speaking notes that outline/define health and safety objectives for Plains’ leadership

  • Read, write, and speak English fluently

  • Proficiency in Microsoft Office suite

  • Experience using IBM Maximo an asset

  • Must have a valid driver’s license

  • Up to 25% Travel in US and Canada (current US passport required(

  • Cleared criminal history (background) and satisfactory reference checks
