LOCATION: Residence within 3-hour drive of Washington DC (preferred, not required)

About the Role:

The Proposal Technical Writer is a key supporting member of the Proposal Development Team. This position is crucial for supporting and leading the creation of compelling and compliant capture and proposal material in response to RFIs and RFPs. The Proposal Technical Writer provides full lifecycle proposal support for Federal opportunities, from draft state content creation planning, template development, and writing and editing key proposal volumes and sections (I.e.: technical approaches, management plans, transition plans, quality assurance plans, resumes, past performance, and narrative volumes), through submission.

What You’ll Do

•Validate writing assignments and outlines against RFP requirements and contribute to the design and planning of proposal sections.

•Provide and coordinate the development of proposal documents, collaborating directly with Capture Managers, Solution Architects, Content Providers to meet solicitation requirements.

•Write succinct, persuasive proposal sections for competitive proposals, clearly articulating the approach chosen by the proposal leadership team within RFP space and format limitations. May be the architect of an approach to an assigned section or may work closely with designated subject matter experts (SMEs) and content providers to develop an approach to an assigned section.

•Ensure clear, compliant, compelling, and persuasive writing of proposal sections; translate complex ideas into easily understandable text.

•Research material needed for assigned sections, including team contract and programmatic experience required for substantiation.

•Apply communication and interviewing skills to gather necessary information from internal and external personnel to support writing activities.

•Actively participate in a collaborative team environment to articulate solution and strategy, approach to performing the work, experience, win themes, and discriminators.

•Produce compliant text.

Minimum Qualifications & Skills

• BA or BS degree or higher (or equivalent) in Journalism, English, Business, Information Technology, or Communication Arts, or other relevant fields.

• Minimum of 4 years of Federal proposal writing experience, preferably solutions-based proposals.

• Understanding of and experience in writing proposals addressing data analytics, investigative services, mission support services, humanitarian services, health and response services.

• Ability to text edit for style and grammar.

• Proven ability to write compliant and compelling proposal sections in response to Government solicitations in support of a variety of departments and agencies (HHS/DHS/DOJ/DOD).

• Excellent communication and collaboration skills.

• Ability to adapt and thrive in a dynamic environment.

Desired Qualifications

• Reside within a three hours drive of Washington, D.C. (preferred).

• Experienced with GSA FEDSIM procurements/proposals

• Highly proficient with Microsoft Word, SharePoint, and Desktop publishing functions of Word

• Creation of basic charts and figures in various applications

• Must possess strong computer skills in MS Office, including Excel, Word, Teams
• Ability to type 45 wpm
 

The Work Environment

This is a remote opportunity where occasional travel may be required, as needed. Since this is a remote role, must have a dedicated workspace conducive to full videoconferencing (camera and audio) for facilitating webinars and online discussions.

Work Schedule

This is a full-time position that typically works business hours Monday through Friday. Hours may vary depending on needs and may at times include travel, evenings, or weekends to meet specific project requirements.

Conditions of Employment

• Complete a Drug Test.

• Be at least 21 years of age.

• A valid US Driver’s license

• Be able to obtain a Tier 2, Non-sensitive Public Trust (Moderate Risk) Clearance.

• Available to travel as necessary.

Security Clearance/Background Check Requirements

• Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.

• Must be a U.S Citizen or Permanent Resident.

• Residency requirement - 3 consecutive years in the last 5 years.

Physical Requirements/Working Conditions

• Standing/Walking/Mobility: Must have mobility to walk sites and attend meetings with other stakeholders and employees.

• Climbing/Stooping/Kneeling: 10% of the time.

• Lifting/Pulling/Pushing: 10% of the time.

• Fingering/Grasping/Feeling: Must be able to write, type and use a telephone system 35% of the time.

• Sitting: Sitting for prolonged and extended periods of time.
