Summary of Duties

The Office of Developmental Disabilities Services (ODDS) is responsible for the development and administration of programs that support children and adults with intellectual or other developmental disabilities to remain in their own home or community.

The Operations team makes long range planning, creates and reviews business processes for system compliance and providing information to executive staff for system wide decision making, provider enrollment and provider payment system analysis and rate setting updates, long term care market and economic analysis, rulemaking, advisory council staffing, program development, performance measures, outcome management and data analysis. Other activities include needs analysis, design of program extract information to assist in program evaluation, design and policy modification and implementation, and decision making.

The Business Supports Unit supports the information technology used by ODDS programs and staff. The system is designed to ensure the Program's mission/goals/programs and business practices are supported by information technology including the statewide assessment that determines the level of support needs individuals require, assurances providers payments are processed accurately and timely.

As a Disability Determination Business Supports Unit Manager, you will:

  • Be responsible for the oversight of eXPRS, the ODDS IT system that houses the needs assessment, plan of care, authorization, and provider billings in support of Oregonians experiencing and intellectual and/or developmental disability.

  • Support the Business and Data Analyst team, providing guidance and management support to the team.

  • Work closely with partners across ODHS, Department of Justice, the case management entities, and providers.

  • Partner with the Office of Information Services and ODDS staff to make changes, and add additional features based on the needs of the program, federal policy, legislative mandates, and Collective Bargaining Agreement.

  • Create strategic plans in relation to the eXPRS system and the emergency management for eXPRS.

Minimum Qualifications

A valid driver’s license and acceptable driving record are required for this position.

Six years of supervision, management, or progressively related experience.

OR

Three years of related experience and a bachelor’s degree in a related field.

  • Experience communicating clearly and cross culturally in writing, directly, or virtually including experience adjusting/adapting your communication style based on the audience’s communication style/needs and the information being shared.

Working Conditions
  • Working remotely will be considered in filling this position. The ability to report to our office in Salem is required when business or operational needs are dependent on onsite activities.

  • Travel out of state for conference attendance and periodic travel to geographically dispersed program locations throughout the state is required.

  • Some evening and weekend work is normal for this position.
