Southend on Sea City Council is a Unitary local authority, providing vital services to meet the needs of the local community. We employ around 1,800 staff who are working alongside our partners and local communities to deliver the city vision and make lives better for the people of Southend.

Working for Southend on Sea City Council offers a challenging and rewarding career in local government within a collaborative and innovate environment, with the benefit of flexible working practices to support a positive work life balance. As a Unitary Authority we are responsible for all local government functions ranging from social services, transport, public health and parks through to planning, trading standards, community safety and education, so we offer a wide range of career opportunities. The diversity of our economy and communities and investment in a number of exciting regeneration projects makes our Council a great place to work, learn and make a difference.

Your new role:

Southend-on-Sea City Council is seeking an experienced Health & Safety Officer to join the Health & Safety Advisory team on a full time and fixed term contract basis (18 months). This contract is offered on a flexible working pattern (include working remotely and based at the Council offices and on-site). The role is intended to be the team’s primary point of contact for Local Authority Schools within the City. This role requires assisting the Health and Safety Manager to establish and embed a new H&S Advisory Service to educational establishments within the City and will lead the new auditing and review process for these establishments.

As a HR Health & Safety Officer, you will assist the Health & Safety Manager and Service Manager in the continuous improvement of HR and Health and Safety internal processes and procedures.  You will monitor and evaluate the effectiveness of the service and make appropriate recommendations for its improvement and implement them as required. You will contribute to and assist in the implementation of policies and processes that maximize the effectiveness of HR Health and Safety Service.

What you'll need to succeed:

To be successful in this role, you will need an excellent working knowledge of the Health and Safety function and experience in running a Health and Safety Audit program. Having previous experience with working with schools in a health, safety and wellbeing capacity will be advantageous; as would demonstrable knowledge of the politically sensitive environment within a local authority. The successful candidate will need to form and build positive relationships with the City’s schools staff and their respective leaders, so experience of communicating to varied audiences in a range of ways is highly essential for this role, as is the ability to work to deadlines demonstrating tenacity and confidence while prioritizing and managing several issues at one time. Previous experience of working in a similar role within a local authority or school setting is desirable.

You must be confident in the use of Microsoft office, Word, Excel, Access, Outlook

Your application will not be considered if you do not have a NEBOSH National General Certificate or equivalent level. NEBOSH diploma would be advantageous.
