National Monitoring and Evaluation (M&E) Consultant

 

Background

 

Funded by the European Union and managed by Expertise France, the British Council is implementing the Pre-service and In-service Teacher Training component within the EQUIP II programme to enhance education quality across Sudan. Known as the Pre-service and In-service Teacher Training Project (PITT), this initiative aims to improve teacher training programmes nationwide, focusing on building the capacity of teacher training institutions and in-service programmes to deliver effective, standards-aligned education.

PITT specifically targets intermediate-level teachers, providing training in four core subject areas: Math, English, Science, and History (MESH). As part of the project, the existing MESH training manuals, initially developed under the EQUIP II initiative, will be reviewed and updated to reflect current needs and standards. In addition, refresher courses will be delivered to master trainers and trainers from the EQUIP II programme, equipping them with the skills to provide high-quality training under challenging conditions.

A robust Monitoring and Evaluation (M&E) system will support the project’s success and sustainability by tracking progress, assessing impact, and guiding decision-making throughout the project lifecycle.

 

 

Objectives of Consultancy

 

The primary objective of the National M&E Consultant is to implement the project's M&E strategy, oversee data collection, and ensure the quality of data entry into the project dashboard. The consultant will work closely with the International M&E Consultant to coordinate all M&E activities and ensure alignment with the project’s overall objectives. The National M&E Consultant will work closely with data collectors and project coordinators in Sudan and the PITT team.

 

Key Consultancy Services

 

The National M&E Consultant will be responsible for the following tasks:

 

Implementation of M&E Strategy

  • Support the implementation of the project’s M&E strategy in collaboration with the International M&E Consultant.
  • Ensure that M&E plans are consistent with project goals and in line with established indicators.
  • Contribute to the development of a results framework and a theory of change for the project.

 

Data Collection and Management

  • Develop and oversee the use of M&E tools and techniques for data collection, ensuring quality and consistency.
  • Coordinate the collection of data from all project sites, including pre-service and in-service training programmes.
  • Oversee the entry of collected data into the project dashboard, ensuring accuracy and timeliness.
  • Maintain an updated database of M&E data and ensure proper documentation.

 

Capacity Building

  • Conduct training sessions for project staff and partners on the use of M&E tools, data collection methods, and data entry procedures.
  • Provide ongoing support to field staff to ensure adherence to M&E guidelines.

 

Data Analysis and Reporting

  • Analyze collected data to track project progress, identify trends, and highlight areas needing improvement.
  • Prepare monthly, quarterly, and annual M&E reports to inform project management and stakeholders.
  • Support the development of case studies, success stories, and lessons learned.

 

Collaboration with International M&E Consultant

  • Work closely with the international M&E Consultant to ensure alignment of M&E activities with global best practices and standards.
  • Provide regular updates and feedback to the International M&E Consultant and Team Leader on the progress of M&E activities.
  • Participate in joint reviews, field visits, and evaluations as needed.

 

Consultant Deliverables:

  • Monthly and quarterly M&E reports, including data analysis and recommendations for project improvements.
  • Updated project dashboard reflecting accurate and timely data entry.
  • Training materials and reports from capacity-building activities.
  • Contributions to case studies, lessons learned, and best practices documentation.

 

Qualifications:

  • A Bachelor’s degree in Social sciences, Statistics, Education, Monitoring and Evaluation, or a related field.
  • A Master's degree is an advantage.

 

Role specific knowledge and experience:

  • At least 3 years of experience in M&E, preferably in education or development projects.
  • Experience in implementing M&E strategies and working with M&E tools and techniques.
  • Strong data management skills, including proficiency with M&E software and databases (e.g., Excel, SPSS, or other statistical software).
  • Experience in capacity building and training of staff on M&E methodologies.
  • Familiarity with teacher training programmes and the education sector is an advantage.
  • Excellent communication and reporting skills.
  • Ability to work collaboratively with diverse teams, including international experts and local partners.
  • Strong organizational skills and attention to detail.
  • Problem-solving skills with a proactive approach to addressing challenges.
  • Ability to handle multiple tasks simultaneously and meet deadlines.
  • Fluency in Arabic and English language is required.

 

 

Additional information

 

Location: Remotely/Sudan
Duration: 6 months with the possibility of extension.

Consultancy Fee: The consultant will be paid a fee of 100 euros per day, up to a maximum of 10 days per month, for a period of six months.

Language requirements: Fluency in Arabic and English is a must.
