The Coordinator will focus on identifying and elevating primary prevention strategies, evaluating existing policies and processes for improvement or development, manage procurement and other financial functions, expanding substance use prevention activities targeted at youth and their families, and implementing harm reduction strategies through naloxone distribution and training. The program will prioritize engaging and supporting Black, Indigenous, POC and LGBTQ2SIA+, and other priority communities to prevent drug use and misuse, and the development of substance use disorders.


As the Behavioral Health Prevention Coordinator, duties will include:


Partnership Development

  • Expand partnerships with County leadership and multi-sectoral partners, including community based organizations (CBOs) and faith-based organizations, schools, community members, and individuals with lived experience.
  • Develop structure and strategy for each agency function or level, to tailor processes and focus to meet agency or community needs.
  • Evaluate existing policies and processes for improvement or development, determine workflow and partnership deliverables and outcomes for successful completion.
  • Plan programming for target populations using a variety of educational approaches to include small and large group presentations, and development and implementation of earned and paid media campaigns.
  • Coordinate culturally specific forums and communications to ensure inclusivity and effectiveness of prevention efforts.

Capacity Building

  • Implement harm reduction strategies, particularly through naloxone distribution and training, keeping content and delivery methods and goals tailored towards age or function of group.
  • Connect strategy to education, prevention and behavioral modification to goals of program, funding requirements and culturally appropriate approaches.
  • Build, lead, and/or facilitate community coalitions, partnerships, and collaborations to support and advance work that may include youth coalitions and youth-adult partnerships.
  • Develop referral and distribution pathways to ensure regular and on-demand distribution of naloxone kits to local CBO’s.
  • Assess community needs and develop targeted health promotion materials, media and communication strategies, and educational approaches to address public and behavioral health issues with diverse groups and community partners.

Naloxone Distribution and Training

  • Partner with county procurement contacts to coordinate the procurement, distribution and containment of naloxone and drug disposal products, ensuring its availability in key County locations such as libraries and other public service sites as approved by Health and county leadership.
  • Develop and implement naloxone training and technical assistance sessions in collaboration with existing coalitions, including culturally specific coalitions within Multnomah County.

Procurement, Contract Management and Evaluation Support

  • Work alongside staff across the health department for contract development and procurement services, including scope of work review and contract negotiations.
  • Procure services that are aligned with community needs, and demonstrate good stewardship of public funds. Examples might be partnering with CBOs to do primary prevention services such as outreach, education, etc.
  • Monitor subcontracts with providers to ensure all programmatic and budget activities are timely, accurate and reporting requirements are met.

Required Minimum Qualifications/Transferable Skills:


Education/Certification:
Bachelor's degree from an accredited college or university in the behavioral or public health field(s) with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet qualifications. A Certified Prevention Specialist certification is required by Oregon Administrative Rules (OARs) and the Mental Health & Addiction Certification Board of Oregon (MHACBO), within 2 years of hire - more information can be found at MHACBO website. 

Other

  • KSA: Overdose prevention strategies, naloxone distribution and training, harm reduction and substance use prevention, youth development, adult learning principles and community health promotion and outreach.
  • KSA: Black, Indigenous, and/or LGBTQ2SIA+ cultural/community
  • Certified Prevention Specialist within 2 years of hire
  • This position requires a background investigation, which may include being fingerprinted. 
  • A driver’s license is required.


Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/ transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. 

  • Certification/Licensure -Certified Prevention Specialist (CPS) from MHACBO. 
  • Leads with race through actions and advocacy with Community partners and across departments throughout the county.
  • Knowledge of cultures, customs and social experiences of communities experiencing marginalization and barriers to services and opportunities.
  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values.
  • Experience in Community outreach
  • Knowledge and experience in evidence based primary prevention strategies. 
  • Knowledge and experience in evidence based harm reduction strategies and interventions. 
  • Possess communications skills that ensure inclusivity and effectiveness of prevention efforts.
  • Knowledge and experience in government procurement and contract negotiation processes. 
  • Ability to collaborate and build relationships to achieve positive work outcomes.

Type of Position: This represented position is eligible for overtime


Teleworking/Hybrid: At this time, this position is designated to “routine telework/hybrid,” meaning you will be working remotely (from home) most of the time and you will be required to attend meetings in the community. As with all telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
