Job Description:  
Softrams is seeking a Director of Proposals with expertise leading, planning, scheduling, and overseeing the timely delivery of high-quality responses to business opportunities, from pre-RFP to post-submission activities, in a fast-paced environment. This role is part of a collaborative and agile Business Development/Senior Management team that works closely with Softrams CEO, our App Foundry (our idea lab), Portfolio and Practice Directors, and development teams to deliver timely, high-quality, and competitive technical proposals. 
 
In this key role you will mentor and oversee our 12-person proposal team – the people who are responsible for Softrams’ proposals from start to finish. Our proposal team members report to you, and you will allocate proposal resources across all Softrams’ proposals. You will be responsible for: 

Qualifications
  • Ability to apply knowledge, insights, and understanding of proposal best practices, innovative concepts, tools and processes to help the proposals team build a proposal framework 
  • Ability to use insight/experience with customer technical and business (financial, political, cultural) requirements to help the proposal team shape a compliant proposal response with a solution that satisfies customer needs.  
  • Ability to manage communications with proposal stakeholders through organized processes that ensure program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets proposal and stakeholder needs.  
  • Demonstrated ability to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals 
  • Experience with proposals that describe digital solutions for complex problems, agile delivery, and human centered design 
  • Experience with multi-phase procurements to include coding challenges, technical challenges, and oral presentations. 
  • Experience directing proposals with multiple teaming partners for Federal IT services solicitations that are worth more than $100M+ in TCV 
  • Demonstrated experience in all phases of proposal development using Shipley processes. 

  • Preferred Qualifications:
  • Bachelor's degree in a related discipline  
  • 10+ years as a Proposal Manager in federal government contracting. 
  • Experience with Federal government and the contracting community, preferably with HHS, IRS, GSA, VA, DHS, DOD. 
  • Experience with or willingness to learn new AI proposal tools to gain efficiencies within the proposal lifecycle. 
  • APMP certification 

  • Responsibilities:
  • Corporate duties: 
  • Identify, allocate and manage proposal resources, including workforce planning  
  • Mentor proposal team members; complete monthly one on one discussions and annual reviews for proposal team members. 
  • Adhere to all internal Softrams’ policies and processes, and applicable industry standards (accessibility, conflict of interest) 
  • Ensure all proposal staff receive the training and support they need to excel at their jobs.  
  • Communicate proposal progress to Softrams’ senior management. 
  • Establish short and long-term proposal team objectives consistent with organizational strategy and annual objectives. 
  • Participate in strategic planning that includes evaluating marketing intelligence, identifying customer concerns, and key issues, and developing win strategies. 
  • The ability to maintain an executive summary of active proposals for stand ups and quick status updates for senior leadership 
  • Assist in the development of other marketing tools such as white papers, capability statements, brochures, company website, etc. 

  • Proposal Team duties: 
  • Manage the proposal team and oversee the production of all parts of the proposal, making sure all content is compelling, effectively addresses customer requirements, and in compliance with the solicitation. 
  • Incorporate processes/knowledge management/training to enable the proposal team to present Softrams design concepts, innovation, and engineering efforts for product research, development, integration and test within our responses. 
  • Review and approve the templates, standards and processes defined by the proposal managers and ensure that the team follows them.  
  • Engage management, technical leadership and staff in understanding and implementing proposal development best practices. 
  • Work with the proposal team to effectively track and incorporate review team comments and findings. 
  • Work with the proposal team to effectively track and manage extra-proposal submittals (orals, technical challenges). 
  • Work with the Softrams Portfolio and Practice Directors and incorporate cross organizational retrospective feedback to continuously improve proposal artifacts. 
  • Take part in and support key position/staffing strategy with Recruiting, Pricing, Capture, and Portfolio and Practice Directors. 
  • Review the work of the proposal team, making sure everything is up to Softrams standards, and return the artifacts back with directions for any revisions. 
  • Play a critical role in quality assurance for proposals by participating in color reviews, making any final edits needed, and giving final approval for submission.  
  • Provide final quality control checks, including proofreading for grammar, compliance, and conformance with the solicitation requirements. 
  • Work within in a deadline-driven environment to complete responses on time with high-quality. The teams will be working on multiple proposals at the same time, and you will be working with them to ensure that deadlines are met.  
  • Define, document, implement, and support continual proposal process improvement.

    We have open-collaboration offices in Leesburg VA and Baltimore MD for those who may prefer to work on-site. However, Softrams is a 100% remote-first team environment. Softrams works in the eastern time zone and standard work hours are 9am ET to 5pm ET with flexibility around start and end times based on team needs.
