Acquisition Analyst
Key Role:
Serve as a contracting functional expert and perform contract management duties by assisting with pre-award, award, and post-award activities. Assist with the development and implementation of program acquisition, contracting, and intellectual property strategies. Develop and maintain acquisition and program-related documentation and artifacts, including Streamlined Acquisition Plans (STRAPs), class Justification and Approvals (J&As), Justification and Approval for International Agreement, Technical Instructions (TIs), Technical Advisory Reports (TARs), Request for Proposal (RFP) packages, Purchase Requisitions (PRs), Statement of Work, Contract Data Requirement Lists (CDRLs), DoD Contract Security Classification Specification (DD Form 254), and contract modifications. Assist with management and oversight of contract actions and milestones, Government Furnished Property, Equipment, and Materials deliverables, CDRLs, TIs, and DD 254s. Perform program management duties by assisting with internal and external data calls for contract status, program and financial reviews, program reports, audits, and request for information. Provide general support for program reviews and meetings. Monitor contract financial allocations, obligations, and expenditures.
Basic Qualifications:
- 5+ years of experience in DoD, Department of Navy, or Federal contract management or contract administration
- Experience with contracting statues, regulations, and guidance: 10 USC, FAR, DFARS, DFARS PGI, NMCARS, and Class Deviation and Request for Proposals, Evaluations, and Negotiations
- Experience with types of contracts, uniform contract line-item numbering system, and product or service code and identification
- Experience with Intellectual Property and Data Rights and Standard Procurement System (SPS)
- Experience with International or Foreign Acquisition Letter of Offer and Acceptance
- Experience with using Microsoft Office 365 applications and tools
- Ability to pay strict attention to detail
- Ability to travel domestically and internationally up to 25% of the time
- Secret clearance
- Bachelor’s degree
Additional Qualifications:
- Experience with Special Contracting Methods - Multiyear Procurement, Advance Procurement, Economic Order Quantity, Other Transaction Authority, International / Foreign Acquisition
- Experience with DoD Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR)
- Ability to analyze contracting and financial metrics
- Experience supporting Acquisition Category (ACAT) or Business Category (BCAT) programs and non-ACAT programs
- Experience with the Defense Acquisition System (DAS) process, Congressional Enactment process, and Adaptive Acquisition Framework (AAF) Pathways
- Experience with Navy Enterprise Resource Planning (ERP) or similar system
- Experience with NAVSEA Enterprise Planning System (NEPS) or similar system
- Possession of excellent analytical, problem-solving, research, and organizational skills
- Possession of excellent verbal and written communication skills
- DoD DAWIA, CFCM, or other industry certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $67,700.00 to $154,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
