Salary Range: $76,500-$108,650 per year, plus benefits. Individual salary offers will be based on experience and qualifications unique to each candidate.

Overview
The Business Analyst will support the development and delivery of technical projects that improve the use of public health data to inform decision making. This role is aligned to the Workforce Acceleration Initiative (WAI). WAI is a federally funded CDC Foundation program with the goal of helping the nation’s public health agencies by providing them with the technology and data experts they need to accelerate their information system improvements.
 
Working within Cleveland Department of Public Health (CDPH). The Business Analyst is responsible for enabling public health dashboards with accompanying aggregated data sets for external publication to the Open Data Portal. The Business Analyst will also use their understanding of data flows and business workflows to organize and visualize data for internal business use. This role requires business intuition, an ability to use analytical tools and methods to gain insights from data, and organizational skills and soft skills necessary to collaborate across departments.
 
The Business Analyst will be hired by the CDC Foundation and assigned to the to the Epidemiologist responsible for informatics in the Office of Epidemiology and Population Health (OEPH) at the Cleveland Department of Public Health (CDPH). Additionally, the Business Analyst will cooperate with the Office of Urban Analytics and Innovation (Urban AI) at the City of Cleveland for alignment on data infrastructure requirements and best practices for the enterprise. This position is eligible for a fully remote work arrangement for U.S. based candidates.

Responsibilities
  • Work closely with the Data Engineer and OEPH subject matter experts to outline data flows and create project plans for automated processes around dashboard and open data publications.
  • Contribute to shaping how data are transformed to facilitate analyses, creation of dashboards, and open data publications.
  • Analyze and visualize public health surveillance data under the guidance of the corresponding Epidemiologist or subject matter expert. Examples of sources include vital statistics, emergency department visits, Ohio Disease Reporting System (ODRS) for reportable infectious diseases, Ohio Healthy Homes Lead Poisoning Prevention Program (HHLPPP).
  • Develop interactive dashboards to visualize public health data for subjects including, but not limited to, infectious disease, substance use and overdose, and lead poisoning.
  • Apply a working knowledge of racial and health equity when creating public health visualizations.
  • Create documentation on resources used in creating and managing dashboards.

  • Qualifications
  • Bachelor's degree in quantitative field (mathematics, statistics, economics, business analytics, information systems, finance, or equivalent experience)
  • Minimum of 5 years of related experience as a business analyst, project, or implementation manager.
  • Demonstrated ability in analytical role (analysis, information science, data visualization or other relevant quantitative fields)
  • Experience working with large datasets and reporting or visualization tools
  • Ability to conceptualize data flows and business workflows
  • Ability to tell a story using data
  • Experience with analytics software (Power BI preferred)
  • Ability to thrive in a project-based, team environment
  • Experience working with spatial data, including ArcGIS Pro, QGIS, especially in using spatial tools with dashboards
  • Experience with public health surveillance data
