Job Summary:
Aptive is seeking a full-time Council Administrator. The Veterans Health Administration (VHA) is America’s largest integrated health care system, providing care at 1,293 health care facilities, including 171 medical centers and 1,112 outpatient sites of care of varying complexity (VHA outpatient clinics), serving 9 million enrolled Veterans each year.
The Council Administrator will help design and implement a lean, responsive and rapid decision-making model supporting VHA Office of Health Informatics (OHI) EHRM within the current VHA governance structure. This individual will also provide decision management, research and analysis, program management and communications support.
Primary Responsibilities:
- Track EHR Council actions and escalate identified risks.
- Provide updated decision memos for all Council workflows and design decisions.
- Coordinate and facilitate meetings for VHA EHRM National Councils, Workgroups and other stakeholders.
- Conduct project plan reviews with Oracle Cerner Integrated Solution Services Engagement Owner (ISS EO ) and Solution Advisor. Keep Council Co-Chair(s) and Members informed about needed actions or updates.
- Provide status updates to keep Council Co-Chair(s) informed about task owners and actions. Update VHA Leadership team on Council activities, issues, needs, and process improvement recommendations.
- Upload Council and workgroup artifacts and documents to VHA National Councils SharePoint site.
- Develop EHRM Council Weekly Status Reports.
- Review Change Control Log and ensure Council has reviewed, updated, and approved request prior to presentation at the Change Control Board for approval.
- Collaborate with EHRM-IO Solution Advisor/Solution Management Administrator to facilitate Council Members’ workflow designs to facilitate Council Members’ workflow designs.
- Review and compare meeting minutes with Solution Advisor to identify gaps and plan next steps.
- Review EHR Council specific current state and track Oracle Cerner’s design, build, or test action items.
- Support project management activities including coordinating multiple tasks and project teams, distributing project communications, and participating in various meetings and events
- Work with clients to develop, refine and maintain processes, guidelines, rules and interdisciplinary structures for how the government should manage, prioritize and coordinate decisions and tasks
- Support strategic communications and change management efforts including, but not limited to, identifying target stakeholders; developing a variety of outreach and communications materials; providing executive communications support; updating, executing and maintaining a comprehensive communications plan; and creating training products for stakeholder management and engagement.
Minimum Qualifications:
- 3 years of relevant experience
- Bachelor’s degree in related field
- Ability to interact and engage with executive-level stakeholders
- Proficiency in Microsoft Word, Excel, PowerPoint and SharePoint
- Ability to obtain and maintain a public trust clearance
- Legal authorization to work in the U.S.
- Ability to work onsite in Washington, D.C.

Client Information:
EHRM is a major executive program office in the Office of Health Informatics (OHI). This office reports to the Chief Informatics Officer (CIO) for VHA and supports a high reliability, learning health organization. Its mission is to improve the Veterans experience and provide health care staff with information and solutions for better decision workflows. OHI directs the coordinating efforts of the VHA EHRM Decision Support Team, facilitates the work of the VHA EHRM Interdisciplinary Decision-Making Group, and integrates the work of the VHA EHRM National Councils into VHA’s overall coordinated execution of EHRM efforts.
