Job description

Advocates for Human Potential, Inc. (AHP) is seeking a Senior Operations Manager who desires to make a difference in the world and work on programs/projects that improve the health and welfare of people and communities. As the Senior Operations Manager, I will work on the Illinois Regional Care Coordination Agency (RCCA) Project as a project leader responsible for managing the day-to-day operational execution of the project.

The RCCA was established to 1) administer and manage sub-awards related to the opioid settlement fund, which includes awarding the funds and monitoring the awardees’ progress through the life of the contract; 2) develop and manage the opioid settlement funds initiative website and the RCCA website, and 3) establish and support seven regional opioid coalitions in Illinois. The RCCA assists in equitably implementing essential state resources that will be used to support people most impacted by the opioid crisis.

The Senior Operations Manager I will be hired to manage change and quality control, deliverables and processes, internal and external communications, scope, schedule, and costs. The Manager serves as a key partner to other project leads such as Senior Program Managers, Deputy Directors, and the Senior Project Director. The position will serve as a liaison for subrecipients and internal departments in administrative services, technology, finance, and legal departments. Your specific expertise will be fully utilized, and there is ample opportunity to learn new skills and grow.

About The Position

This is a remote position. However, the position may require travel to AHP's Chicago Office for meetings and training.

The Senior Operations Manager I for IL RCCA will engage in activities including, but not limited to the following:

Leadership

  • Evaluate and improve current operational systems
  • Partner with internal departments to manage workflows and deliverables
  • Develop, monitor, and coordinate project workflows, establishing and clarifying requirements and expectations for operational aspects of the project.
  • Develop and provide individual TA around program specifics and implementation to grantees, funders, subcontractors, other external stakeholders, or project teams and other internal partners.
  • Manage relationships with funders, briefing them on project progress and potential challenges.
  • Manage subcontractors and consultants, including the creation of statements of work.
  • Organize transitions and integration of new technology

Data Management

  • Develop data-oriented systems to support project needs
  • Collect and manage data from internal and external sources
  • Responsible for documentation management
  • Test systems to ensure effective operations

Project Management

  • Responsible for the delivery of the work plan and oversight of the work breakdown structure
  • Responsible for creating RCCA-specific standard operating procedures using AHP’s SOP as guidance
  • Provide input into resource management needs.
  • Collaborate with AHP PMO office to ensure alignment with AHP processes and procedures.

Knowledge Skills And Abilities

Candidates with the following knowledge and traits are encouraged to apply:

  • High-level understanding of project management best practices and the Project Management Body of Knowledge (PMBOK) that would be typically gained through a bachelor’s degree and at least 5 years of experience or a master’s degree and 3 years of experience in operations or project management.
  • Strong working understanding of workload planning and resource allocation over time
  • Working knowledge of state-level policy and procurement processes
  • Working knowledge of contracting and grants administration
  • Sophisticated understanding of the organizational landscape of behavioral health, substance use, human services, or public health in an operational role or by obtaining a relevant degree
  • Experience managing and supporting complex organizational systems
  • Assertive leadership and supervision experience with matrixed teams
  • Superb understanding and demonstration of written and verbal professional communication and behavior

Education and Training

Candidates for this position are preferred to possess a master’s degree in business administration, operations management, public health, healthcare administration, or a similar field.

Professional Experience

The Senior Operations Manager I will have three or more years of highly complex applicable work experience. Two or more years of experience with grants administration is strongly preferred. Experience working as a high-level project manager for two or more years is preferred.

Salary Range: $100,000 - $110,000

The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors, including but not limited to location, experience, and education. The range listed is just one component of AHP’s total employee compensation package.
