Job description

The USAID-funded Engendering Industries project, implemented by Tetra Tech International Development , is currently accepting expressions of interest from qualified candidates for a Subcontracts and Procurement Manager.

Position Description: Tetra Tech implements USAID’s Engendering Industries program that supports organizations in developing countries to increase economic opportunities for women and improve gender equality in the workplace. Engendering Industries uses a unique approach and a range of programs and activities to increase gender equality, create leadership opportunities, and develop female talent at organizations around the world.

The Subcontracts and Procurement Manager works closely with the Operations Director and is primarily responsible for overseeing program procurement and subcontracts management. This includes managing subcontracts and procurement related to in-person program events and trainings, conference participation, and other project activities, in close collaboration and coordination with other members of the team. The Subcontracts and Procurement Manager works closely with the Grants Manager with regards to award and implementation of any in-kind grants. The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.

Responsibilities

  • Ensure compliance with USAID and Tetra Tech subcontracting and procurement regulations and processes, consulting with the home office to maintain compliance with Tetra Tech’s policies and procedures, including overseeing procurement of in-country venues, lodging, and services, supported by the Operations Specialist.
  • Coordinate with the technical team in developing scopes of work and bid documents for procuring goods and services, on ongoing management of vendors, acceptance of deliverables, and payment of invoices.
  • Correspond and document discussions with vendors during bid phase ensuring transparency, including coordinating with technical team in drafting responses to bidder questions; finalize negotiations with vendors for cost and subcontract terms.
  • Draft and publish requests for proposal (RFPs) and requests for quotation (RFQs); conduct preliminary evaluation of proposals to ensure compliance with RFP/RFQ terms and conditions, including checking bid bond certification documents.
  • Facilitate all technical and financial evaluation committees and prepare technical and financial evaluation reports with input from technical staff; prepare annual government property report for submission to USAID by the Tetra Tech home office in advance of the contract anniversary date.
  • Prepare subcontract or procurement packages for home office approval; draft subcontracts, service agreements, and purchase order and coordinate required approvals with Tetra Tech home office.
  • Manage direct project procurement through a project procurement card, including managing purchases and monthly required reconciliations; track Value-Added Tax (VAT) on all procurement and subcontracts.
  • Work closely with other members of the operations team to facilitate necessary procurement and subcontracts under in-kind grants.
  • Supports coordination of operational/logistical aspects of in-person events and training activities undertaken by the project such as participant communication, identification of and liaising with the venue, management of participant travel and logistics, procurement of necessary materials, etc.
  • Manage project property in compliance with USAID and Tetra Tech home office guidelines and regulations, including submission of periodic reports.
  • Maintain Tetra Tech inventory control system compliance and carry out annual property physical inventory verification.

Minimum Qualifications Required

  • Minimum bachelor's degree in international development, international studies, business administration, or another applicable field.
  • Minimum 5 years’ experience in a similar role, responsible for subcontracts or procurement, with a preference for USAID funded work but will also consider other international donor-funded programs.
  • Proven track record managing procurement and event coordination, ideally under a contract implemented by Tetra Tech.
  • Strong proficiency in USG rules and regulations (FAR & AIDAR).
  • Demonstrated ability to manage multiple tasks simultaneously and work effectively under deadlines both independently and as a member of a team.
  • Exceptional interpersonal and intercultural communication skills with internal and external clients.
  • Strong sense of team, a positive attitude, and excellent analytical and problem-solving skills Strong organizational skills, attention to detail and commitment to customer service.
  • Strong financial and budgeting experience.
  • Must be comfortable working in a fast paced and sometimes intense work environment.
  • Current US work authorization is required at the time of application.
