Organization Description:  CSTE is an organization of member states and territories representing public health epidemiologist. We also act as the professional home for individuals working in applied public health epidemiologists. CSTE works to advance public health policy and epidemiologic capacity. We provide information, education, and developmental support of practicing epidemiologists in a wide range of areas as well as expertise for program and surveillance efforts. For over six decades CSTE has worked with states to provide technical advice and assistance to partner health agencies such as the Centers for Disease Control and Prevention.  Position Description:  Under the supervision of the Senior Director of Operations, the position is responsible for all aspects of finances including producing reports of CSTE’s finances, creating forecasts, and financial plans for business operations. Oversees and leads audits, payroll, and compliance with all pertinent federal, state, and local laws including compliance with the Internal Revenue Service and the US Department of Labor laws and regulations. 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:

 

  • Lead the development of and partner with the senior leadership team on the strategic financial planning, forecasting, budgeting, and decision making of the organization, Finance & Audit Standing Committee, and supporting foundation. Keep senior leadership team abreast of the organization’s financial status and forecasting. 
  • Implement, analyze, and evaluate financial objectives that support the organization’s mission, vision, and strategic plan.
  • Manage the day-to-day fiscal operations and provide status reports by collecting and interpreting key financial data in a timely manner for the organization and supporting foundation.
  • Manage personnel budgeting and projections to ensure direct and indirect personnel costs are appropriately categorized, allocated, and reported. 
  • Leads and directs the Finance and Payroll Teams, including the Controller position, ensuring sound accounting and procurement practices, job costing, timely and accurate reports, and ensures compliance with pertinent federal, state, and local laws.
  • Partners with the Office of Grants and Contracts to ensure all projects have appropriate budgets, meets deadlines from federal and other funding agencies, communicates as necessary with federal officials (including Project Officers, Technical Monitors, and Business Officers), meets Code of Federal Regulations (CFR) principles. Prepares and files fiscal reports as required by federal funding guidelines.
  • Partners with the Education Team to develop training programs related to accounting functions for staff, including but not limited to purchase order requests, travel reimbursement requests, and understanding project profit and loss statements. 
  • Manage the payroll team to ensure prompt and accurate payroll processing and related payroll tax filings and statements in compliance with federal and multiple state requirements for a remote and hybrid workforce.
  • Analyze accounting processes and systems to identify opportunities for process improvement and implement best practices. Create, maintain and review SOPs and ensure cross training of staff.
  • Update and implement all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.
  • Develop and maintain an internal areas of control structure which ensures that the integrity of information is maintained in areas of receivables, payables, payroll, inventory, fixed assets, financial reporting, expenditures, receipts, cash match and in-kind. 
  • Work with independent auditors and funding monitors in the preparation of financial statements, budgets, annual audits, and filing tax returns for the organization and supporting foundation. 
  • Partners with the Director of People and Culture on compensation and benefit packages to maximize their effect while controlling costs.
  • Keeps up to date on fiscal information and technology affecting functional area(s) to increase innovation and ensure compliance.
  • Attends regional or national conferences in the field of public health non-profit management ensuring that the CSTE’s financial and business practices are up to date.
  • Assists the senior leadership team with fostering collaborative relationships with finance directors of national public health organizations on the Affiliated Council, and other entities such as public health foundations, for the purpose of enhancing the status of applied public health epidemiology, as appropriate.
  • Assist the Senior Director of Operations with various projects.
  • Performs other duties as required.

 

SUPERVISORY RESPONSIBILITIES:

Strong leadership and management skills including the ability to directly assign, lead, and direct the work of others as well with other leaders across the organization. A wide degree of creativity and latitude for innovative problem-solving and broad autonomous decision-making is expected. Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.

 

EDUCATION:

Requires bachelor’s degree in finance or accounting, master’s degree preferred. Must have a current CPA license and minimum of 10 years of relevant professional work experience in financial operations (with a minimum of 5 years as a supervisor), government procurement and/or non-profit management in the government or non-profit public health sector.


KNOWLEDGE: 

Expert knowledge of accounting procedures, especially related to nonprofit organizations. Thorough understanding of Generally Accepted Accounting Principles (GAAP). Advanced knowledge of Excel and Microsoft Office. Experience with federal grants management and contract administration preferred.


SKILLSET: 

Outstanding written and oral communication skills; ability to write and describe complex concepts in easy-to-understand language; strong computer skills; ability to effectively manage, develop, and implement business and finance operations with public health subject matter experts in applied epidemiology within allocated budgets and timelines; ability to document ideas, interpret and explain program progress and outcomes both orally and in writing; ability to establish effective working relationships with diverse groups; ability to organize and execute work with limited supervision and within established timeframes and budgets; and ability to contribute to teamwork.

 

CSTE’s pay structure is establish by grade with each position placed in a grade based on the level of difficulty, duties and responsibilities, knowledge and skill requirements, education and training, and qualifications. A new employee is usually hired at the minimum of the grade but commensurate with related job experience. See posting details for the grade salary range and anticipated hiring range. 

 

Salary grade range: $118,046 – $177,071

Anticipated hiring range: $118,046 - $132,803


Eligibility for telework or remote work: 

  • Position based in Atlanta, GA and eligible for hybrid telework
