The Executive Director, Tribal Health Programs, has extensive experience overseeing and administering Public Health, Medicaid, Medicare Programs that deal with Native American Populations. This can include prior experience administering or dealing with Health Programs at the Tribal Level (Tribal Health Administrator) or a Health Management position at the Indian Health Service. During initial execution and rollout, the Executive Director is responsible for implementation, contract compliance and proper alignment of resources and staff. The Executive Director has more than 10 years of industry experience and 5 years of past executive director experience.

This is a full-time executive position dedicated to the Tribal Health Programs. The executive director is authorized and empowered to represent UnitedHealthcare regarding all matters pertaining to the contract before such representation. This person will act as liaison between UnitedHealthcare and the State of New Mexico and is based in New Mexico

Responsibilities

The Executive Director is a senior leadership position that directs the strategic development, growth and operations of UnitedHealthcare in providing innovative care to members and stakeholders in the Four-Winds program. The overall goal of this position is to create a successful, collaborative team of people to meet the needs of Native American members and New Mexico. The program director is responsible for market development of the New Mexico health plan. They execute strategies through a cross-functional structure to meet or exceed annual goals and objectives specific to the Four Winds Program primarily in the following areas:

  • Oversight of a dedicated staff of service coordinators, transition specialists, special education teachers and shared product community specialist(s) (e.g., RNs, licensed vocational nurses and social workers)
  • Member growth, retention and satisfaction
  • Clinical quality outcome improvements
  • Affordability planning
  • Overall contractual compliance

The program director develops and maintains positive relationships with local statewide advocacy groups, state agencies and key provider organizations serving Native American populations.

Primary Responsibilities

  • Develops, leads and executes market-specific health plan strategies and programs
  • Drives health plan efficiency, quality and financial performance
  • Builds, maintains and manages relationships with internal and external stakeholders
  • Drives industry-leading customer service and satisfaction
  • Confirms adherence to applicable legal and regulatory requirements
  • Confirms UnitedHealthcare’s compliance with the terms of the contract, including securing and coordinating resources necessary for compliance
  • Receives and responds to all inquiries and requests made by the state related to the contract, in the time frames and formats specified by the state
  • Promptly resolves any issues identified either by UnitedHealthcare or New Mexico that may arise and are related to the contract
  • Through collaboration with external partners, identifies and provides recommendations for program development, including essential services and supports
  • Leads and is accountable for performance and results through senior level professional staff
  • Influences goals and results through matrix relationships

Required Qualifications

  • 8+ years of healthcare operations experience
  • Experience in strategic planning and development
  • Profit and loss experience
  • Solid knowledge of the local provider population and facilities, and knowledge of community-based organizations (CBOs)
  • Demonstrated successful leadership skills in program execution and people management
  • Proven leadership skills in both internal and external environments
  • Reside in New Mexico
  • Willing and able to travel 20-30% depending on business need

Preferred Qualifications

  • Bachelor’s degree or equivalent combination of education and experience; MBA, MPH, MSW
  • 8+ years of operations experience in a Medicare/Medicaid industry, at-risk managed care environment or Public Health program administration
  • One Native American spoken language
