Integrated Master Scheduler (0038)

OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT is looking for an Integrated Master Scheduler to support the Defense Counterintelligence and Security Agency (DSCA) Program Executive Office (PEO).  The DCSA PEO oversees a portfolio of enterprise-wide information technology (IT) programs that unilaterally employ best practice methodologies for the development and delivery of innovative IT solutions, advancing DCSA’s broad-spectrum National Security capabilities to better serve the DoD, the U.S. Government and cleared industry.

 Role:

  • Design, develop, and maintain Integrated Master Schedules (IMS) for federal government acquisition projects, ensuring that schedules are comprehensive, accurate, and align with project objectives.
  • Apply project management principles to develop large and complex schedules, incorporating major milestones and deliverables from both vendor and government sources.
  • Perform program schedule analysis, including assessing metrics, critical path, float, and schedule variance to ensure project timelines are met and identifying potential delays.
  • Build and maintain a program-level IMS, ensuring it reflects all key milestones and deliverables, and accurately tracks progress against planned schedules.
  • Monitor vendor schedule performance, analyzing weekly and monthly variances to ensure adherence to project timelines and address any discrepancies.
  • Utilize project management techniques such as Gantt charts, PERT charts, milestone charts, and earned value management to gauge project progress and identify performance variances.
  • Serve as a subject matter expert in scheduling, providing mentorship and guidance to program staff on scheduling best practices and techniques.
  • Demonstrate proficiency with enterprise-level scheduling software, leveraging its features to enhance schedule management and integration.
  • Propose and implement processes to improve integrated scheduling and enhance overall project management efficiency.

Requirements

Qualifications:

  • At least eight (8) years of experience with federal government acquisitions integrated project planning.
  • Proven experience in designing, developing, and maintaining Integrated Master Schedules (IMS) for complex projects.
  • Skilled in performing program schedule analysis, including evaluating metrics, critical path, float, and schedule variance.
  • Experience in building and maintaining a program-level IMS, monitoring vendor performance, and utilizing various project management techniques.
  • Expertise in using enterprise-level scheduling software and proposing processes to improve integrated scheduling.
  • Ability to act as a scheduling subject matter expert and mentor program staff in best practices and effective scheduling techniques.
  • Must be a US Citizen.
  • Must possess an active and current DoD Secret Clearance.

Salary Range:  $90,000-120,000 yearly commensurate with experience, education, etc.
