What We Can Achieve Together

The Human Rights and Safeguards Advisor is responsible for strengthening a human rights-based approach in conservation projects, strategies and partnerships for the Caribbean Division. They will support the implementation and management of environmental and social safeguards systems and processes across The Nature Conservancy’s Caribbean division. They will develop and apply a rights-based approach for TNC’s conservation work in the division, supporting the delivery of equitable conservation outcomes in alignment with international human rights law and relevant Environmental and Social Management System (ESMS) policies and procedures. In close collaboration with Caribbean country programs and the Global Human Rights & Safeguards team, they will support the consistent application of TNC’s forthcoming Environmental and Social Safeguards Framework (ESSF) and gender assessment/mainstreaming processes in the region. They will advise, connect and support country programs to integrate human rights and safeguards into new and existing work, and will lead the development and implementation of programs, tools and initiatives across Caribbean.

In collaboration with the Global Human Rights & Safeguards team, they will advise and support programs and functional teams in the Caribbean Division on human rights and related issues, including country and regional portfolio development; social safeguards; and monitoring, evaluation and learning processes. The Advisor will collaborate closely with Caribbean division country programs, build capacity for promoting and safeguarding human rights in conservation, socialize safeguard processes, facilitate learnings and share insights across Caribbean and other global teams. The Advisor may represent Caribbean programs on human rights issues and will initially focus on integration of human rights into conservation work that impacts vulnerable and marginalized groups. They will also advise on justice strategies and efforts of the Caribbean division, including as it relates to conservation activities and external partnerships.

WE'RE LOOKING FOR YOU

The Advisor brings technical expertise and lived experience in safeguarding human rights and equity in conservation across the region, including community participation, equality and non-discrimination, security, tenure and access, race, class, gender, intergenerational equity, livelihoods development, and financial inclusion. The Advisor understands the promise and pitfalls of carbon sequestration and benefit-sharing, as well as protected management, and they are able to navigate and articulate the tensions inherent in these global strategies to address climate change and reverse biodiversity loss in the Caribbean. They understand robust and culturally responsive monitoring and evaluation, and are comfortable with both qualitative and quantitative metrics. They know all pertinent UN rights frameworks, including the UN Declaration on the Rights of Indigenous Peoples. They advise country program teams on specific issues and are able to respond in a timely manner to questions and needs that arise.

The Advisor will lead development of the Caribbean strategy, overarching management plan, and process for the assessment and management of environmental and social risks and impacts across its projects and programs. This includes developing a region-specific human rights due diligence and risk mitigation framework, and environmental and social management framework (Caribbean ESMF). They will serve as the Safeguards Advisor to project teams, and at times, lead the development and management of Terms of References (ToRs) and contracts for safeguards and/or gender consultants for large complex projects.

The Advisor builds on the deep experience of country programs and supports the Conservancy as a key partner in this space, building internal capacity and strengthening external partnerships in support of this work. Working closely with TNC teams in relevant country programs across the Caribbean, and globally, they bring together guidance, best practices, case studies, templates, curricula and networking opportunities to support the adoption of key strategies and learning and sharing, to meet our commitments to respecting human rights in all our work. Working with community organizations, human rights organizations, donors, governments, academia, corporations and other non-profit organizations, they will help shift the paradigm of conservation through placing Indigenous and community rights and leadership at the center of our work at the regional level.

The Advisor will report directly to the Global Director of Human Rights in Conservation. They will collaborate with Safeguards colleagues across TNC in the development and application of tools, resources and frameworks.

What You'll Bring

  • Bachelor’s degree in conservation, political science, public policy, international relations, international development, social science, human rights or related field and at least 5 years of related experience, or equivalent combination.
  • Project development and/or project management experience.
  • Experience with major UN, regional and national conventions and practices relevant for a rights-based approach to IPLC engagement and support in the region.
  • Experience with funder mandated environmental and social management (or safeguards) processes and their pluses/limitations in the context of respecting human rights and due diligence.
  • Experience working in the Caribbean and knowledge of the cultural, political and historical context of the region.
  • Experience in research, critical analysis, and evaluating information from divergent sources and compiling it into cohesive reports.
  • Experience writing and editing promotional, informational, and/or training materials.
  • Experience presenting to and/or communicating with diverse audiences such as internal and external teams, senior leadership, governments, community or business leaders, and or partners.
  • Written and verbal fluency in English.

Additional Desired Qualifications

  • Multi-lingual skills and multi-cultural or cross-cultural experience appreciated. Written and verbal fluency in Spanish desired.
  • Master’s degree, with 5 or more years of experience applying rights-based environmental and social due diligence in project-level implementation and management and/or developing and managing the implementation of social and environmental safeguards specifically, including screening, impact assessment, and mitigation measure development.
  • Experience with human-rights based conservation approaches and IPLCs.
  • Experience implementing gender assessment and mainstreaming processes.
  • Experience with methods of collecting and assessing disaggregated data, particularly by gender and vulnerable groups.
  • Experience working with cross-functional teams across multiple organizational levels.
  • Experience project managing the development of complex, cross-functional initiatives, work products, and/or policies.
  • Possesses strong interpersonal skills. Must be a team player.

SALARY INFORMATION

This position may be based in the Caribbean where TNC has an established entity, taking into consideration legal restrictions. For all applicants, pay ranges will be in local currency and the pay range will be based on the local labor market. Your geographic location will be confirmed during the recruitment and used to determine your actual pay range.
