OVERVIEW
The Proposal Specialist leads and manages the proposal development process, working closely with internal teams such as technical experts, business development, and management to create compelling, client-focused proposals. They review RFPs and letter proposal requests, identify key requirements, and assist in formulating comprehensive proposal strategies. The specialist is responsible for writing, editing, and proofreading proposal content, as well as maintaining a repository of standard content, templates, and materials. They collaborate with the quality assurance team to ensure professional formatting and final reviews. Their primary focus is submitting high-quality proposals that showcase MCP's expertise, align with client needs, and embody core values of Persistence, Integrity, Trust, Accountability, and Prudence.

RESPONSIBILITIES
- Coordinate and streamline the proposal process for a growing business development team, addressing both competitive and sole source solicitations.
- Source and identify potential leads for proposal opportunities, further qualifying them for business development managers.
- Craft tailored scope of work content that addresses client requirements, drawing from existing boilerplates and collaborating with internal teams.
- Develop comprehensive proposals specific to clients and their regions, leveraging internal expertise and resources.
- Implement a continuous improvement process for proposals, incorporating competitive analyses to enhance content and presentation.
- Analyze competitor proposals, pricing, marketing, and strategies to identify value opportunities for MCP.
- Maintain and update project experience sheets for ongoing and new projects, ensuring they can be readily used as proposal references.
- Ability to travel 10% of the time.
- Perform other related duties as assigned by management.
- Submit FOIA requests on MCP’s behalf and conduct competitive analysis as needed to improve MCP win rates and positioning.
BASIC REQUIREMENTS, KNOWLEDGE, AND SKILLS
- Bachelor's degree in Business, Communications, Marketing, or a related field or equivalent.
- Minimum of 5 years of experience in proposal management or coordination, preferably in the public safety, justice, or technology sectors.
- Proven success in supporting complex proposals, including RFP responses and quick-turn letter proposals, and meeting tight deadlines.
- Excellent writing, editing, and communication skills, with the ability to convey complex concepts in a clear and compelling manner.
- Solid project management and organizational skills, with the ability to prioritize and manage multiple tasks simultaneously.
- Experience with proposal best practices, including Shipley or similar methodologies, is required.
- Proficient in Microsoft Office Suite, including Word, Excel, and PowerPoint, as well as Adobe Acrobat.
PREFERRED KNOWLEDGE AND SKILLS
- Background in Public Safety Operations - Land Mobile Radio (LMR), Broadband Wireless Communications, Next Generation 911 (NG911), and Criminal Justice or Information Technology is desirable.
- Experience submitting FOIA requests and conducting competitive analysis to improve our win ratio.
