Our team of analysts, scientists, engineers, and strategists hail from diverse backgrounds yet share a passion for using data to solve the world’s greatest social and analytical challenges. Since our inception we’ve worked with more than 400 organizations ranging from government agencies, advocacy groups, unions, political campaigns, and international groups. In addition, we service an ever-expanding portfolio of commercial clients in the automotive, travel, CPG, entertainment, healthcare, media, and telecom industries. Along the way, we’ve developed some of the most innovative tools available in analytics, media optimization, reporting, and influencer outreach.
About the team:
This role sits within BlueLabs Civic Tech, serving government clients. Our team develops deep expertise within the areas our clients care about most, then builds data programs that create impact at scale. We work closely with government innovation and technology groups and build on analytics methodologies pioneered in e-commerce, advocacy, politics, and consumer finance. Our practice revolutionizes the way government agencies use data to reduce the friction between residents and the essential services they use.
About the role:
This position is a hands-on project leader who will manage a functional area within one or more contract teams. The ideal candidate is comfortable working with disparate data and brings a combination of strong technical understanding, creative thinking, and agile management to innovate and deliver value to our clients. More than anything else, we’re looking for people who are excited by our mission, love to create, are honest about what they know, are fascinated by what they don’t, and relish the opportunity to work with people who value analysis that drives impactful outcomes for real people.
Our current portfolio of work includes exploratory research from federal data sets, analysis of healthcare beneficiary/provider data and consumer interactions with the programs, performance reporting on consumer direct-mail and paid media outreach, data pipeline operations and optimization, and continuous maintenance and improvement of data operations.
In this position you will:
- Serve as a strategic leader on the use of data analytics to distill valuable insights and trends, drive actionable analyses and recommendations, improve data quality and governance, and implement systematic analytical methods across complex systems and technical implementations.
- Effectively manage both your work and that of your teams, including project planning, task delegation, and timeline tracking.
- Supervise staff in their analytical work, as well as coach team members and develop their professional and technical skills.
- Collaborate with internal and external stakeholders including engineers, product managers, data scientists, and non-technical subject matter experts to troubleshoot problems and proactively create solutions.
- Develop whitepapers, data visualizations, and other client communications to guide organizational decision making at key moments.
- Define program-wide Key Performance Indicators (KPIs) and approaches for continually measuring them.
- Identify opportunities for programs to increase equity and effectively communicate with diverse audiences.
- Work both independently and as part of a team to deliver accurate analytical products including regular and ad hoc reports, visualizations, data transformations for pipelines, iterative Python and SQL code, high quality documentation, etc. on short deadlines.
- Contribute on occasion to solutioning and proposal writing in response to government procurement requests.
- Such other reasonable tasks as may be assigned by management.
What we are seeking:
- 5+ years of experience working with data, especially experience or interest in federal agency datasets and data ecosystems.
- An undergraduate degree in a quantitative field or equivalent technical training.
- Experience as a mentor or thought partner to your teammates, and leadership competencies in the following: empathy, active listening, coaching/feedback, integrity, decisiveness, and problem solving.
- The ability to apply a variety of skills: whether thinking strategically about how to develop an enduring process, digging deep into a complex data analysis, or putting yourself in the shoes of an end-user to answer a question they didn’t know they had - you’re comfortable thinking from a number of different perspectives.
- The ability to lead and do: understanding team needs and how to help them grow and be effective, balancing delegation and individual contribution, and leading day-to-day aspects of the work while understanding the longer-term vision and goals.
- Experienced deriving value from imperfect data, and going from insight to impact by using the results of your analysis to tell a story through visualization, presentation, and writing.
- Advanced proficiency in one or more statistical programming languages (i.e. SQL, Python) to systematically solve problems, and interest in learning new tools and techniques.
- Experience with modern analytical tech stacks: cloud-based warehouses, orchestration, and transformation tools (e.g. Snowflake, Airflow, dbt).
- The ability to communicate with partner stakeholders, anticipate their questions, interface with technical and non-technical audiences, and maintain objectivity in how you approach their unique challenges.
- Passion in applying your skills to our social mission to problem-solve and collaborate within a cross-functional, client-facing team environment.
- The ability to successfully attain and maintain a Federal Public Trust background investigation that our government clients require; this includes a requirement that the individual has U.S. Citizenship, or U.S. residency for three of the past five years (minimum 36 of the past 60 months).
