Purpose of Role: Weir Marine Engineering (WME) has a requirement for a Communications Specialist to support the planning, review and testing of communication systems for the Royal Canadian Navy's future Canadian Surface Combatant (CSC). WME has a long-term contract to manage and operate the Naval Engineering Test Establishment (NETE), with a team embedded with the CSC Project to support their efforts and help ensure that the ships’ systems meet the Navy’s requirements. This is a full-time permanent position with the possibility of teleworking.

Key Responsibilities:

  • Investigations and Studies: Leading and supporting technical investigations and studies into future naval communications technologies in support of naval shipbuilding efforts. Technologies include, but are not limited to, internal and external communications systems supporting national and allied communications requirements in the Low Frequency (LF), Medium Frequency (MF), High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), Super High Frequency (SHF) and Extremely High Frequency (EHF) bands;

  • Technical Expertise: Providing technical expertise and reviewing contractor material related to internal communications systems, cryptographic systems, integrated communications suites, message handling systems and external communications transmitter and receiver systems;

  • Design/Architecture: Development of logical and physical communications systems architecture views based on Department of National Defence and Canadian Forces Architecture Framework (DNDAF) standards;

  • Planning and Tests & Trials:  Perform communications systems integration planning, develop communications system design documentation and develop communication system test and trials documentation;

  • Safety First: Demonstrate 100% commitment to our zero harm behaviors in support of our drive towards developing a world class safety culture.

Job Knowledge/Education and Qualifications:

  • Ten or more years relevant experience coupled with a degree in electrical engineering, computer engineering, or computer science. Note that any equivalent combination of education and experience will be considered for candidates that have the ability to address the responsibilities above;

  • Technical knowledge including:

  • Knowledge of LF/MF/HF/VHF/UHF/SHF/EHF transmitters, re ceivers and antenna systems;

  • Knowledge of integrated communications systems and implementation standards;

  • Knowledge of electrical schematic diagrams, mechanical drawings, and system block diagrams;

  • Knowledge of naval tactical voice and telephony systems;

  • Strong understanding of system engineering principles and ability to map system requirements to design proposals; and

  • Previous experience supporting the Royal Canadian Navy in communications engineering, whether from within DND or from industry, would be a strong asset;

  • Excellent English writing skills and experience preparing technical documentation, reports, presentations, and correspondence;

  • Fast learner, proactive, responsive, organized, self-driven, takes pride in their work, pays attention to detail and can work autonomously.  Able to work in a collaborative, team environment with team members located across the country; and

  • Canadian citizenship, with 10 or more years in Canada, is absolutely necessary as part of the requirements to obtain a government security clearance to the minimum level of Secret.
