If so, The Office of Research Ethics (ORE) at Iowa State University is seeking exceptional candidates to fill the role of Export Control Administrator! This position will be classified as a Quality Assurance Specialist II.
The ORE promotes an ethical research environment that fosters honesty, integrity, and a sense of community. The administrators within the office ensure that University research conducted on or off the ISU campus, including collaborative research with other institutions, is conducted in compliance with university, local, state, federal, and funding agency regulations. The Office of Research Ethics is inclusive of all components of the administration of research regulations and policies, including training and prevention programs and compliance activities for human subjects, animals, biohazards, radiation safety, conflicts of interest and commitment, export controls, research security, and research integrity. The Unit reports to the Office of the Vice President for Research (OVPR).
With guidance from the Assistant Director/Export Control Manager, the Export Control Administrator will be responsible for the protection of the research, development, and technologies of Iowa State University and its employees from transactions that would threaten U.S. National Security, Economic Security, and Foreign Policy interests.
Partnering with ISU stakeholders from Sponsored Programs, Intellectual Property and Technology Transfer, Office of the Senior Vice President and Provost, Procurement, Postal and Parcel, Risk Management, the research community, and effectively collaborating with external Counterintelligence Advisors will be critical to the success of this position.
The Export Control Administrator will work collaboratively with a team to review international shipments, contracts (including Material Transfer Agreements (MTAs) and Nondisclosure Agreements (NDAs)), sponsored projects, sensitive equipment purchases, international travel, and international students, staff, and scholars to determine export control classification and jurisdiction and whether a federal license is required, if a license exception/exemption applies, or if the activity is not subject to export regulations. This includes checking not only the International Traffic in Arms Regulations, Export Administration Regulations, and Office of Foreign Assets Control but also other agencies and end-user prohibitions. Accurate, detailed recordkeeping will be required.
The successful candidate will possess strong communication and analytical skills. The candidate will communicate effectively and efficiently with ISU faculty, staff, and students, assisting and guiding them regarding export control regulations and policies. The Export Control Administrator will be responsible for analyzing situations, solving problems, advising management, and developing procedures within the assigned program responsibilities.
This position offers the opportunity to work remotely but does require the employee to reside in the state of Iowa on or before start of employment. The successful candidate has the ability to work on-site in Ames if they prefer.
Candidates must be legally authorized to work in the U.S. on an on-going basis without sponsorship.
