Position Title: Senior Manager, Engineering

$93,750 to $156,250 annually DOE

Job Summary

The Senior Manager Engineering will be responsible for leading the Engineering teams focused on building fiber networks, delivering buildable designs to construction, managing vendor quality, and maintaining OSP records in support of our mission. This leader will manage Engineering  Teams, communicate the program performance/results, and lead the cross-organization/cross-functional teaming to successfully execute a multi-year fiber build program while delivering consistent/predictable results at the scale required to meet/exceed the business plan.

Essential Duties and Responsibilities:

  • Provide the end-to-end program direction to organize, develop, and execute a program built across multiple functional teams.
  • Closely monitor/control project progression to ensure project is completed on schedule and within budget.
  • While being a business leader, also demonstrate the required project management skills to record activities to ensure accountability.
  • Evaluate and assess project results and provide recommendations for future improvements.
  • Effectively build and lead project teams.
  • Be a change leader with a strategic goal focus.
  • Operate from a customer-centered mindset.
  • Drive LEAN concepts.
  • Oversees staffing, schedules and compliance associated with OSP engineering and construction activities, along with the safety and quality of work performed.
  • Lead an OSP Engineering team and provide leadership and mentorship through coaching, feedback, development goals and performance management.
  • Oversee production of all engineering work orders within an assigned geographic area. Ensure engineering work orders are designed in compliance with all company standards, NESC, and municipal requirements, as well as public ROW or utility easements. Confirm project cost estimates are accurate. Release work orders to Construction in time to meet commitment dates.
  • Coordinate and provide direction on Engineering process and documentation through project completion.
  • Identify permitting authorities based on proposed routes, including municipalities, government entities, utility owners and any other agencies who have authority over the right-of-way in which we are proposing to construct. Oversee the completion of necessary permit applications.
  • Verify contractor’s invoices for accuracy and process to AP in a timely manner.
  • Develop, coordinate, and execute project schedules with contractors, property management, customers, vendors, internal stakeholders, municipalities, and government agencies.
  • Coordinate and participate in various internal meetings to ensure communication and alignment of initiatives, information sharing and implementation of best practices.
  • Coordinate with State, local municipalities, and utilities.
  • Must be available to work regular business hours Pacific Standard Time.
  • Must also be available to work on-call, evenings and weekends as needed.
  • Perform other duties as required to support the business and evolving organization.

Qualifications:

  • Minimum of six years of OSP experience, including quoting, permitting and other pre-construction activities.
  • Developed leadership skills, with the ability to mentor and lead others.
  • Experience using fiber optic network documentation tools.
  • Experience managing capital budgets preferred.
  • Advanced understanding of the permitting process for railroad, DOT, cities, counties, and pole owners.
  • Must have and maintain a valid driver’s license and satisfactory driving record.
  • End to end process understanding for fiber builds from the Planning to the final sell-able network.
  • Understanding of the permitting process and 3rd party requirements to build network plant.
  • Technical understanding of the data distribution network and architecture from the core to the customer distribution point.
  • Proficiency with Microsoft Office Suite required to support Project Management responsibilities.
  • Demonstrated success leading programs team to execute fiber network builds.
  • Understanding of network engineering and inventory tools is a huge plus.

  • Smartsheet skills preferred.
  • Ability to work independently and apply sound judgment and reasoning skills to a variety of situations.
  • Ability to multi-task and collaborate effectively with other personnel to meet deadlines.
  • Strong verbal and written communication, attention to detail, and organizational skills.
  • Ability to work within critical deadlines.
  • Ability to adjust to rapidly changing priorities and schedules.
  • Ability to provide excellent customer service.

Work Environment

Work is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work is primarily a modern office setting.
