THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY
 
Position Summary:
Tidal Basin is expanding our Federal Disaster Recovery Cadre. This Cadre is composed of dedicated individuals who wish to help communities in their time of need.  We are part of a larger team of Technical Assistance Contractors (TAC) who deploy alongside the Federal Emergency Management Agency (FEMA) to provide technical assistance for the delivery of the FEMA Public Assistance (PA) Program, which assists State, Local, Tribal, and some Private Non-Profits recover and rebuild following a natural or man-made disasters.    

This position is expected to be forward deployed to the site of federally declared disasters but may also require work from your Residence of Record (RoR), hotel room, FEMA’s Regional Offices, FEMA Headquarters, or other facilities.

Candidate must be willing and able to deploy up to 100% to sites of the disasters.  Travel expenses are paid.  Deployments may last up to a year. 

If deployed as a Site Inspector or other position that visits damaged facilities, you will need to provide your own personal safety gear (reflective construction vest, Hard Hat, Steel Toed work boots) and measuring equipment (tape measure, measuring wheel, and laser measure)

This position is contingent upon your ability to obtain/maintain/transfer a DHS/FEMA Clearance and badge.

Job Duties and Responsibilities include:
The Construction Manager may deploy as a Site Inspector or as a Program Delivery Manager (PDMG)

If deployed as a Site Inspector:
  • Conduct inspections at sites and facilities damaged by disasters to determine and document the extent of disaster related damages.
  • Measure facilities and components of facilities using the most efficient tools (e.g. tape measure, measuring wheel, laser measure, GoogleEarth Pro, etc.)
  • Document grant applicants’ damage claims through a Site Inspection Report (SIR), a Damage Description and Dimensions (DDD) and by capturing Essential Elements of Information (EEI). 
  • Site Inspectors must understand the concepts of volume.
  • Compile documentation and enters data into FEMA’s Grant Manager software.
  • Must provide their own Personal Protective Gear and Measuring equipment.
  • Create maps, photo markups, and sketches to supplement written reports that the grant management software stores and generates.
  • Provide good customer service to applicants through prompt follow-up and a professional demeanor.


If deployed as a PDMG:
 
  1. Provides customer service to assigned applicants throughout the PA grant management process.  The PDMG will guide applicants and sub-applicants through the complicated Public Assistance Process.
  2. Works with the PA Site Inspector Task Force Leader and PA Program Delivery Task Force Leader to coordinate effective, efficient, and accurate delivery of grant funding.
  3. Coordinates with numerous stakeholders, such as recipients and subrecipients, to complete PA grants
  4. Uses Grant Manager software to enter, update, and retrieve grant information.
  5. Follows applicable local, state, tribal, territorial, and Federal regulations on grant eligibility.
  6. Provides good customer service to applicants through prompt follow-up and a professional demeanor.
  7. Leads meetings with applicants and sub-applicants, including but not limited to:  Exploratory Call (EC) Recovery Scoping Meeting (RSM), Recovery Transition Meeting (RTM), and Status Calls.
  8. Tracks and follows-up with the Applicant on FEMA's Requests for Information and documentation submission.
  9. Coordinates transmittal of documents and information between the Applicant and FEMA's Consolidated Resource Center.
Skills and Competencies:
 
  • Proficient in Microsoft Office (MS Excel, MS Office, Outlook)
  • Proficient in the use of TEAMS
  • Use of measuring tools such as measuring tape, measuring wheel, laser measure, etc. (Site Inspector only)
  • Must know how to use a laptop and cell phone.
  • Must know or be able to learn Grants Manager, GoogleEarth Pro and other FEMA Systems
  • Must know or be able to learn how to create a Firmette or Flood Map
  • Must be able to learn how to use time and expense systems. 
  • Good in oral and written communication
  • Ability to follow directions.
  • Ability to work in challenging conditions.
  • Ability to work with a wide variety of internal and external stakeholders.
  • Excellent communication skills. Must be able to describe complex processes or requirements in lay terms and be able to understand the needs of the applicant.
  • Must be able to lead a meeting (PDMG only).
  • Must be organized.

Required Education and Experience:
  • All candidates are required to pass a FEMA security training, Grants Manager training, and either a PDMG or Site Inspector training class in order to qualify for deployment. These classes are delivered on-demand and on-line at this time but may be delivered in-person in the future.
  • Mid-Level:
    • Bachelors’ Degree with 5 years of experience in a related field OR 10 years of experience in a related field without a Bachelor’s Degree.
    • FEMA Public Assistance Deployments totaling 1 year or more.
    • Working knowledge of or be able to learn Grants Manager.
    • 1-year combined experience deployed with FEMA Public Assistance (PA).
  • Senior-Level:
    • Bachelors’ Degree with 10 years of experience in a related field OR 15 years of experience in a related field without a Bachelor’s degree.
  • Working knowledge of or be able to learn Grants Manager.
  • 2 to 3 deployments on FEMA PA Projects or 2 years’ experience on 1 FEMA PA Project is a plus.
  • Proven experience with Grants Manager.
Badging Requirements:
  • All candidates must be able to pass a Federal Background investigation, acquire a security status of “Entry on Demand” (EOD), and get a physical FEMA badge. Badges must be renewed prior to expiration and EOD status must be maintained throughout the contract life.

Location:  This position is anticipated to be located 100% in the field and on travel status for up to 1 year. Any remote work must be requested by the client and approved by the Contracting Officer.
