About the Role – Who You’ll Work With

The  Child Welfare Immigration and Adoption Subject Matter Expert report directly to the Project Manager and will support the Department of Health and Human Services (HHS), Agency for Children and Families (ACF), and the Office of Refugee Resettlement (ORR) in their mission to enhance performance measurement, definitions of quality indicators, data reporting, data analytics, and drive stakeholder buy-in and implementation, ultimately making data more accessible and useful for policy, planning, decision making, and service delivery across the ORR ecosystem.

Your subject matter expertise in child welfare systems and leadership in using analytics to improve management decisions will help HHS, ACF, and ORR to drive quality services and accountability for the vulnerable children they serve.


What You’ll Do

Under this contract, you will

  • Analyze quality and performance indicators using existing data infrastructure, applications, and performance reporting tools covering child safety, health, timely release, family unification, and post release follow up for children in ORR custody.
  • Interpret statistical results and numerical outputs to assess performance against existing performance measures.
  • Contribute to team discussions on the development of new performance measures, recommendations to improve data structure, and potential system automation to better align measures with industry best practices.


Minimum Qualifications & Skills

  • Bachelor’s degree in child welfare, early childhood development, social work, child psychology, or counseling, with master’s degree preferred.
  • 5+ years of experience working in a state or local child welfare system directly with local programs or state-funded system.
  • In depth knowledge of foster care, adoption, and childcare licensing system relevant laws, statutes, and regulations.
  • Experience using data analytics to inform program management and service delivery, comparing outputs and outcomes based on established performance measures.
  • Excellent analytical, communication, and problem-solving skills.
  • Strong organizational and leadership skills.
  • Strong computer skills in MS Office, including Word, Excel, and MS Teams.

The Work Environment 

  • Location--- remote, from home office.
  • Available to travel occasionally to TPG HQ or for customer meetings, if needed.

Work Schedule

  • This contract operates based on a standard 5-day Monday through Friday work week.

Conditions of employment

  • Complete a Drug Test.
  • Be at least 21 years of age.
  • Be able to obtain a Tier 2, Non-sensitive Public Trust (Moderate Risk) Clearance.
  • Available to travel as necessary.

Security Clearance/Background Check Requirements

  • Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.
  • Must be a U.S Citizen or Permanent Resident
  • Residency requirement - 3 consecutive years in the last 5 years

Physical Requirements/Working Conditions

  • Standing/Walking/Mobility:  Must have mobility to walk sites and attend meetings with other stakeholders and employees.
  • Climbing/Stooping/Kneeling:  10% of the time.
  • Lifting/Pulling/Pushing: 10% of the time.
  • Fingering/Grasping/Feeling:  Must be able to write, type and use a telephone system 35% of the time.
  • Sitting:  Sitting for prolonged and extended periods of time.
