As a Program Analysis Officer at the GS-0343-14, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for developing, interpreting, and applying program and contracting requirements as they relate to the administration of Federal insurance programs.
Duties
Advising contractors to ensure that they interpret and comply with contract requirements.Analyzing operational procedures and methods to identify problem areas and implement solutions.Independently resolving technical issues.Conducting negotiations between OPM officials, private sector representatives, contractor representatives, agency representatives and others to resolve issues and to accomplish program goals.
Requiremennts
Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is eligible for inclusion in the bargaining unit. if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32. (BU Code - 2286) if the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit. (BU Code - 7777)
Qualifications
For the GS-14: You must have one full year (52 weeks) of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing ALL of the following duties: Preparing memorandums on program matters that impact Federal insurance program operations. Advising staff, agency, and others on benefits issues. Analyzing operational procedures to identify problem areas. Provide consultation on accounting and financial reporting; AND Inform and educate consumers in Healthcare and Insurance. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
