Job description

Data Networks, Inc. (DNC), a subsidiary of ASRC Federal Holding Company, is seeking a Budget Formulation Analyst. This posting is in anticipation of favorable award of a Task Order to support a NOAA client at the National Ocean Service (NOS) Headquarters. The successful candidate will help create the NOS budget submissions to NOAA Headquarters, the Department of Commerce (DOC) Headquarters, the President’s Office of Management and Budget (OMB), and Congress.

This is a remote position.

The NOS Budget Formulation Division provides budget formulation coordination and support for the NOS financial management centers (FMCs). The budget formulation analysts serve as advocates and liaisons to NOS’s oversight bodies at NOAA, DOC, OMB, and Congress. Each analyst oversees a subset of the NOS FMCs.

The successful candidate will oversee a portfolio of NOS programs and help review, draft, and strengthen budget justification requests within the President’s Budget Request to Congressional Appropriations Committees and Subcommittees. Within a portfolio of programs, the candidate will understand each program’s technical, schedule, and budgetary issues, risks, and opportunities and translate those items into compelling budget justifications. The candidate will collaborate with the strategic planning/performance division and the budget execution division to ensure NOS’s long term goals and performance measures are attainable given the proposed budget increase and decrease requests.

The duties for this role include, but are not limited to:

  • Drafting and editing budget increase and decrease requests and justifications, given programmatic benefits and environmental risks.
  • Track personnel across budget lines within the assigned portfolio.
  • Corresponding with FMCs to prepare for the annual President's Budget submission
  • Draft and review impact statements based on Congressional Mark Ups
  • Create, maintain, and present budgetary exhibits and briefing materials for government audiences such as NOS, NOAA, and DOC leadership
  • Assess the maturity and feasibility of a program’s five-year budget profile
  • Provide support and expertise in responding to Congressional, Interagency and Intra-agency data calls
  • Coordinate with program offices to translate technical and scientific documents for consumption by external audiences, including DOC and Congress
  • Track NOS program budgets across multiple fiscal years and budget formulation cycles

Requirements

Qualifications

  • Bachelor's degree plus 1 or more years of experience in a related field.
  • Master's degree preferred
  • Budget formulation experience at a Federal Agency is a plus.
  • Experience with the federal budget cycle is a plus.
  • A proven history of handling a large portfolio of programs and projects.
  • Familiarity with NOAA budget processes and organizational structures is a plus.
  • Existing knowledge of National Ocean Service (NOS) programs is a plus.
  • Highly organized and punctual.
  • Experience using Excel to create detailed tables and track budget fluctuations.
  • Ability to multitask and manage multiple projects in a high pace working environment.
  • Ability to understand and prioritize customer needs.
  • Skill in using discretion and tact when dealing with all levels of seniority.
  • Ability to initiate action independently after having been given general guidance/direction.
  • Ability to communicate effectively both orally and in writing.
