Job Description Summary Responsible for activities related to the construction, building and commissioning on customer site, from site mobilization, through civil, erection and commissioning work, as well as management activities related to this scope. Impacts departmental operations and responsible for planning/execution. The role has some autonomy but is focused on execution of activities within an operating discipline covered by standard functional practices and procedures. Some judgment may be required but this is typically with guidance. Job Description

Purpose Of The Role

  • Secure the site preparation before the Site Manager is appointed and the site is open.
  • Manage and coordinate construction and commissioning activities and processes according to project’s contractual obligations, ensuring proper support to the site activities and the Site Manager.
  • Promote margin improvement opportunities and cost optimization initiatives within their area of responsibility.

Essential Responsibilities

  • Hand-over ITO - OTR:
  • Participate in the handover process from tendering to execution reviewing construction quality, scope, schedule, and budget targets; assess and understand potential risks and opportunities.
  • Time schedule activities, milestones & sequences, budget with appropriate break-down/WBS:
  • Review scope and define site activities. Prepare site budget associated to site execu-tion activities, site schedule, and site risk & opportunities of the contract together with the responsible C&C CoE, project finance, planner and site manager.
  • Prepare an optimized site schedule including resources need dates (i.e. drawings, material, consumables, equipment, tools, personnel, interface milestones with oth-ers, LD milestones etc…).
  • OTD management C&C MDL:
  • Ensure that the full erection and commissioning documentation is approved on time.
  • Bid process and award of site contracts.
  • Participate in the validation of the tenders related to site activities execution.
  • Provide support to C&C contracting CoE & sourcing during RFQ process for site sub-contractors and participate in negotiations.
  • Before site mobilization or Site Manager nomination:
  • Deploy GE Vernova policies and corporate instructions related to EHS, compliance and HR prior to site opening and or the Site Manager's nomination.
  • Organize the site set-up in terms of temporary and permanent site infrastructure, services, resources, organization, tools and lead the Site Manager's activities before his nomination and prior to site opening.
  • Responsible to organize Site Kick-Off meeting.
  • Comply with local requirements:
  • Define local conditions and manage all administrative issues including relationship with local authorities.
  • Site personnel training
  • Ensure training of supervisors has been done before they leave to site.
  • Site personnel nomination, mobilization & demob, head count management:
  • Ensure the nomination, mobilization and de-mobilization of site staff according to the defined schedule and site requirements and in compliance with the approved delegation strategies.
  • Responsible for site head count management.
  • Site procurement process:
  • Coordinate and lead the site procurement process.
  • Manage procurement & delivery to site of tools with support of Sourcing and replenishment as needed.
  • Subcontractor con-tract management including risk/claim management for party vendors:
  • Responsible for subcontractor follow-up as per sub-contract's requirements (technical documentation, manpower compliance documentation, progress & payment milestones, NCR, extra works disputes & release, ..)
  • Ensure equipment suppliers and/or sub-contractors bear weighted responsibilities for the site non-conformances they caused in liaison with PEM, PSCM and Contract Manager as needed. Manage deviations to sub contracts and prepare claims in liai-son with Contract Manager.
  • Site Cost controlling, Management C&C Cost, C&C R&O & Cash-Out plan:
  • Plan, monitor and report on regular basis the overall construction execution progress, cost forecast, changes to the site related R&O (mitigation and realization plans), positive & negative financial movements, cash-out plan for all site cost.
  • Ensure that the resource activities are planned for the week to come and reviewed every week against the previous weeks' time schedule progress forecast / manpower forecast. Activities include: PMX downloads / actuals, daily cost invoice booking, actuals controlling (WBS), open PO & commitments follow-up, follow-up & clean-up booking mistakes (incl reclass), time-sheets hrs allocation, validate figures in Grid Fusion for CM movements and create/maitain R&O for C&C leading function.
  • Management of Site CoQ (NCR, punch items):
  • Allocate, manage and coordinate site NCR and installation & commissioning punch items cost (customer, subcontractor, turnkey vendors, equipment suppliers,…) for proper cost reporting and prompt resolution. Plan, monitor & control non-budgeted costs and implement preventive/containment actions.
  • Consolidate CoQ by driving function and breakdown of cost by function (driving function is responsible for recovery plan with support of PEM, PSCM and PMCC)
  • Feedback of site execution learnings:
  • Ensure feedback of experience and lessons learned from site CoQ/opportunities are timely communicated within the organizations.
  • Specific Functional/Technical authority (besides DoA):
  • Access to all meetings, documentation and information needed to execute defined tasks and responsibilities.
  • Access to financial/accounting figures for site services in order to assess the per-formance of the actual costs against the original budget.
  • Right to request purchase orders to sub-contractors or for materials required for the execution of the site activities.
  • Right to challenge on the selection of the personnel assigned to a project, based on qualifications and specific project requirements.
  • Right and obligation to challenge project management decisions when these deci-sions conflict with the safety and minimum living conditions of site personnel.
  • Right to challenge the Site Manager regarding evolution of site activities including but not limited to budget aspects.

Required Qualification

  • Bachelor's Degree in Engineering;
  • Minimum 5 yrs of experience in Hydro Power business, in roles such as Project Management, Construction & Commissioning or Site Management;
  • Knowledge of Hydro Power products and components: Turbine, Generator, BoP (Balance of Plant);
  • Strong communication skills in both Portuguese and English;
  • Knowledge of Primavera P6 and/or Microsoft Project;
  • Strong leadership skills to support site manager during project execution with field and internal teams;
  • Availability to travel regularly.
