Responsibilities
We are looking to hire a motivated candidate to join our
EDA Business Development team. The Program Business Process Analyst will play a pivotal role in securing and managing program finance with the U.S. Government and prime contractors' programs, working closely with the Program Manager and Keysight’s Sales, Legal, and each EDA Business Unit. The candidate will collaborate with the Program Office team members, account teams, partners, and external customers, including U.S. federal government agencies and contractors, to ensure successful program execution. This position involves guiding key compliance processes in government contract tendering, including contract execution, while managing program resources and ensuring projects are within budget.
Responsibilities:
The Program Business Process Analyst will report to the Software Business Director and will have the following roles and responsibilities:
- Program Financial Planning and Reporting / Milestone Support:
- Collaborate with the program manager to support milestone-based forecasting and financial planning for specific programs with monthly updates.
- Consolidate financial data from different programs and provide detailed analysis and reporting of program results.
- Ensure that program-related business processes comply with financial policies and controls.
- Program Operating Expense Management:
- Oversee detailed operating expense plans for program-related R&D and service activities.
- Support program managers by providing expense forecasts, analyzing actuals versus forecast/plan, tracking headcount resources, and managing expense accruals.
- Support for Program financial models and budget plan:
- Participate in financial modeling, reporting, and forecasting for programs Keysight EDA team decides to pursue, providing consulting to business teams on each program budget plan.
Additional Responsibilities:
- Account Receivable (AR) and Account Payable (AP) Management:
- Track, forecast, and report on program-related expenses.
- Track and take actions to address AR/AP requests.
- Operating Expense Tracking:
- Forecast, track, and analyze program-related operating expenses for all functions, including ad hoc reporting.
- Month-End Responsibilities:
- Drive detailed program-level analysis to align with the program’s financial targets.
- Support program managers with data for various management reports
- Meeting Participation:
- Regularly attend Program meetings and present updates on program-related headcount, travel, and expense topics.
- Quarterly Program Summary:
- Prepare and present a quarterly summary of all programs’ financial result
- Tools and Systems:
- Utilize tools such as Excel, OneStream, MSTR, Oracle, and MU Hierarchy for financial analysis and reporting.
Qualifications
Basic Qualifications:
- Bachelor’s degree in a quantitative field such as Finance, Economics, Mathematics, Accounting, etc.
- MBA or equivalent experience preferred.
- CFP or CPA is preferred
- 5+ years of relevant work experience in Financial Analysis and Program/Project financing.
- Strong quantitative and analytical skills.
- Ability to analyze large data sets and summarize insights, experience with "Earned Value Management (EVM).
- Experience/familiarity with Federal Acquisition Regulations (FAR) and the different contract types (CPFF, CPAF, CPIF, FFP, CRC, T&M, etc.)
- Strong Excel and Oracle/business intelligence systems expertise.
- Highly detail-oriented, with experience building financial and decision support models.
- Strong interpersonal & communication skills. Ability to influence results through internal partners.
