Sr EBT/MIS Business Analyst

As required by our governmental client, this position requires being a US Citizen.

Analyzes business processes, documenting flows, and descriptions, and recommending best practices on business workstreams that have a direct impact on WIC Overseas implementation, management and fulfillment of EBT/MIS for WIC Overseas initiation to delivery. Must understand and ability to simplify complex business operations and workflows by assisting the EBT/MIS Project Manager to coordinate activities performed by IT staff and others by defining project scope and requirements and performing feasibility and needs/impact assessments. The incumbent will be knowledgeable about all-encompassing WIC Overseas Service Program and will coordinate an EBT/MIS team working side by side with CDP meeting a needed, weekly, monthly, daily meetings and assign tasks to EBT/MIS team members.

Compensation & Benefits:

Estimated Starting Salary Range for Sr EBT/MIS Business Analyst: $ 98,000

Pay commensurate with experience.

Sr EBT/MIS Business Analyst - Responsibilities Include:

  • Identifies and facilitates process of initiation, implementation, ongoing improvements conducts business process analyses and implements strategic initiatives to meet deadlines detailed in Plan of Action and Milestones (POAM).
  • Acts as a liaison between CDP and EBT/MIS team.
  • Develops, implements, and maintains business process management strategies, best practices and learning plans to meet POAM.
  • Facilitates capture and documentation of critical processes.
  • Collects, evaluates, and compresses data and information from multiple sources, resolve conflicts and differentiate between actual and required user needs.
  • Uses strong analytical reasoning to understand end user's requirements and translate them into an operational application.
  • Works with vendors to resolve functionality issues.
  • Creates and maintains process documentation for reference and communicates to relevant stakeholders, Director, Program Manager and Contracting Officer Representative (COR).
  • Ensure work is technically sound and in compliance with established standards, codes, and regulations.
  • Participate in the definition, implementation, and execution of best-practices.
  • Communicate issues openly, honestly, and timely with peers, management, and customers Deliver timely results within budget. Simplify or eliminate low value-added work processes Aligns with stakeholders to identify business requirements.
  • Manages business process analysis and measurement against key performance indicators.
  • Designs, executes, monitors, and optimize business processes.
  • Identifies and implements process improvements, including compliance with Information technology regulatory requirements.
  • Leads continuous reviews of existing business processes.
  • Evaluates operational risk controls, develops, and delivers solution recommendations for improvement, monitor implementation.
  • Ensures and facilitates EBT/MIS teams on training process initiation and implementation using POAM as a guide.
  • Identifies the need for system enhancements.
  • Monitors the effect of process changes on business performance through metrics provided by Microsoft Project Professional
  • Contributes to the development, editing and printing of new policies and procedures.
  • Facilitates knowledge to plan training and workshops on new EBT/MIS systems.
  • Improves process documentation, ensure proper mapping and procedures are complete and create a culture of continuous improvement.
  • Serve as an independent third party, offering multiple solution options including pros/cons.
  • Performs other job-related duties as assigned.

Sr EBT/MIS Business Analyst - Experience, Education, Skills, Abilities requested:

  • Bachelor’s degree in business management, project management, or similar field, and eight (8) years of experience in business process management or an equivalent combination of formal education and experience.
  • Experience of WIC Overseas Program Services and USDA Federal regulations
  • Knowledge of Microsoft Office products.
  • Excellent written, communication, presentation, and computer skills.
  • Advanced mathematical skills.
  • Exceptional leadership and collaboration skills.
  • Superb recordkeeping, time management, and organizational skills.
  • Advanced analytical and problem-solving skills.
  • Proficiency in business management software, such as MS Office suite including Project.
  • Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to maintain the highest level of professionalism, confidence, and integrity while responding to common inquiries from customer, regulatory agencies, or members of the EBT/MIS team.
  • Ability to problem solve and identify alternative solutions, conclusions or approaches to problems.
  • Influence or persuade others, adapt to different styles, listen critically, and collaborate under positive or negative circumstances.
  • Learn new skills and knowledge.
  • Must pass pre-employment qualifications of Cherokee Federal.
