Job Overview
You will serve as the primary Point of Contact (POC) for the State and local public safety for jurisdictions within the northeast states. In this role you will emphasize business and relationship building to foster growth and management of adjacent growth areas to APTIM's current preparedness, response, recovery and mitigation business. You will also support a varying portfolio of projects for Federal clients.
You will apply your knowledge and experience in Architecture to projects for the Department of Defense, the Department of Energy, the Federal Transit Administration, the Federal Emergency Management Agency, and various coastal protection authorities. Examples of Architectural work include federal support buildings, DOE facilities, housing projects, maintenance facilities, infrastructure projects, site development, rapid disaster infrastructure.
Finally, you will serve as a key personnel lead for the New York State Department of Homeland Security and Emergency Services (NYS DHSES) Recovery Project, RFP expected in Q424 of Q125. You will lead the capture of this contract and ensure that APTIM is properly positioned for success.

Key Responsibilities/Accountabilities
As the Project Manager/Senior Director (PM/SD) based in the northeast, you will be entrusted with the following pivotal responsibilities, which are measurable and designed to drive significant business growth and impact:
- Establishing Strategic Relationships: Forge and nurture current and established relationships at the Federal, State, and Local levels, facilitating access and driving substantial business growth for APTIM. Aim to bring in a minimum of 3 new strategic partnerships within the first year, resulting in a projected revenue increase of 20%.
- Revenue Generation and Client Development: Act as a seller-doer, directly influencing revenue, profitability, cash flow, and repeat business. Develop client relationships and lead associate teams to deliver high-quality products or services. Achieve a minimum of $5 million in new contract awards within the first two years, contributing to a 15% increase in company revenue.
- Demonstrating Expertise in EMDS Programs: Showcase in-depth functional expertise and program management experience in Emergency Management and Disaster Services (EMDS) programs. Lead at least 3 successful projects, each demonstrating a minimum 10% increase in efficiency or cost savings compared to previous benchmarks.
- Project Planning and Execution: Develop comprehensive project plans, assemble the necessary personnel, create project timelines, and execute plans to completion. Ensure an average project completion rate of 90% within established timelines, maintaining client satisfaction and repeat business opportunities.
- Executive-Level Advisory Services: Provide executive-level advisory and consulting services to government agencies in EMDS programs. Secure contracts for advisory services with a minimum total value of $1 million within the first year, showcasing APTIM's expertise and value proposition.
- Establishing Professional Relationships: Proactively establish and maintain strong professional relationships with government representatives and industry partners. Secure at least 2 significant partnerships with government agencies, resulting in collaborative projects or contracts worth over $3 million collectively within the first 18 months.
- Process Improvement and Resource Management: Introduce process improvement initiatives to enhance APTIM's existing capabilities in resource management and large-scale deployments. Implement at least 2 process improvements resulting in a measurable increase in operational efficiency or cost savings of at least 10%.
- Regulatory Compliance and Project Implementation: Offer guidance on Federal regulations and ensure their seamless integration into project implementation. Ensure 100% compliance with applicable regulations and standards, mitigating potential risks and liabilities for APTIM.
- Capture Planning and Proposal Management: Develop and implement capture plans to identify potential work, sell APTIM EMDS services, manage proposals, and secure contracts. Achieve a minimum proposal win rate of 30% through effective capture planning and proposal management strategies.
- Consultative Selling and Business Differentiation: Employ a consultative selling approach to develop compelling business cases that differentiate APTIM's solutions and highlight their value proposition. Increase the average contract value by 15% through effective differentiation and value proposition articulation.
- Supporting Capture Teams: Provide support to capture teams in pursuit planning, development of win themes, and preparation of compelling proposals, presentations, and marketing materials. Contribute to at least 5 successful capture efforts resulting in new contracts or projects worth over $2 million each.
- Documentation and Engineering: Develop written products and tools for presentations, policies, procedures, and project implementation. Ensure timely and accurate documentation for all projects, maintaining a standard of excellence in communication and reporting.
- Architectural Compliance: Ensure conformance to applicable architectural codes and standards as well as company policies and procedures in all project designs. Maintain a 100% compliance rate with architectural regulations and standards, minimizing rework and project delays.
Basic Qualifications
- Bachelor's degree in Engineering, Emergency Management, Homeland Security, Architecture, Planning, Public Policy, Government, Business Administration, or related discipline.
- 15+ years of in-depth and hands-on knowledge of emergency management, FEMA programs, regulations, and implementation required.
- 7+ years of project management experience.
- Experience delivering disaster response project execution and disaster management technical assistance in the field of emergency management, including financial management of project budget and understanding of cross-cutting federal requirements for FEMA and HUD disaster-related programs.
- Willingness to travel approximately 60% depending on role and project needs.
- Ability to collaborate with the team in a fast-paced environment to deliver timely solutions to clients.
- Completed Training: ICS 100, ICS 200, ICS-700, ICS-800, IS-240, IS-241, IS-403, IS-2200.
