Activity Description

The USAID Responsible Investment and Trade Activity (the Activity) is a five-year (July 2020 – June 2025) USD 18.7 million activity that works with a broad range of international and domestic private sector firms and civil society actors to promote civilian ownership of the Myanmar economy by increasing the share held by responsible, accountable, and transparent firms. The Activity supports micro and small enterprises, business service organizations, and community support organizations operating in or entering the market in Myanmar to improve corporate governance, business transparency, and competitiveness. It also promotes inclusive economic growth and economic integration, responsible investment, and trade for the benefit of Myanmar citizens in non-urban areas and empowers women to participate in the economy more fully.


The Activity’s approach to strengthening the private sector is guided by four objectives:

Increase fair and responsible investment and trade in goods and services between Myanmar, the United States, and other partner countries.

Improve domestic corporate governance, business transparency, and competitiveness of firms.

Promote economic integration, investment, and trade for the benefit of Myanmar citizens in non-urban areas.

Empower women to participate more fully in the economy, particularly in the promotion of responsible investment and trade in goods and services.


Assignment Overview

To promote inclusive economic growth, Myanmar professionals—especially women and youth professionals from non-urban and ethnic areas—must receive access to resources that will allow them to participate better in the economy. To fulfill their capacity-building needs and boost their employability, the Activity intends to deliver a cloud computing training program. Before the training commences, the organization delivering the program will conduct outreach to solicit applications from mid-September to November 2024. The 12-week full-time online training program delivered in English (expected to run from December 2024 to February 2025) will upskill fresh graduates, unemployed, underemployed professionals and current IT professionals. Through scenario-based learning and hands-on lab assignments, the program will cover topics such as cloud computing essentials, the Linux operating system, networks, security, Python programming, and databases. The program will also support learners to develop professional skills such as communication, time management, and resume and interview preparation.


Tasks and Duties

This scope of work is for a Cloud Computing Training Consultant to support the delivery of the AWS Cloud Computing training program in 1) translating outreach materials (such as, but not limited to, social media post captions and program descriptions) from English to Burmese to solicit training applications, 2) delivering language support to participants during and after training sessions and workshops via email and messaging platforms, and 3) conducting independent office hour sessions during the course of the online training program to ensure participants’ understanding of training content. The Consultant will play a crucial role in supporting training participants to comprehend the technical training materials delivered in English.


Task 1 – Translate outreach materials from English to Burmese to solicit training applications

Prior to training commencement, the organization delivering the training program will advertise the training opportunity and solicit applications through various outreach channels, including but not limited to social media. As needed, the Consultant will be responsible for translating (English to Burmese) and localizing texts within outreach materials to appeal to the Myanmar audience. The translated text must effectively and accurately communicate the program details while ensuring engagement and cultural appropriateness amongst target Myanmar audiences. Task 1 Deliverable – Translated Myanmar texts for outreach materials, such as, but not limited to, social media post captions and program descriptions.


Task 2 – Deliver language support to participants during and after training sessions and workshops via email and messaging platforms

The Consultant will review training materials in advance and attend the training sessions and workshops to ensure full understanding of the topics covered. To assist participants with comprehending the training materials delivered in English, the Consultant will answer any language-related questions from participants over email and messaging platforms during and after the training sessions and workshops. As needed, the Consultant will facilitate communication between participants and instructors, translate participants’ technical questions, and provide feedback to instructors on which topics may need additional clarification. The Consultant will also produce detailed notes on the key takeaways of each session in the Burmese language and share these notes with training participants within 24 hours after each session or workshop. Task 2 Deliverable – Detailed Burmese language notes on the key takeaways for each training/workshop session.


Task 3 – Conduct independent office hour sessions during the course of the online training program to ensure participants’ understanding of training content

At least once a week, the Consultant will conduct two-hour long online sessions outside of regular training/workshop sessions to deliver optional support to participants seeking additional language assistance. During these office hour sessions, the Consultant will lead interactive one-on-one or small group discussions to review any course content and assignment instructions that may need further clarification and explanation in Burmese. After each office hour session, the Consultant will report the topics and questions discussed to instructors and help them identify topics that may need additional clarification during regular training/workshop sessions. Task 3 Deliverable – Sign-in sheets and summary reports of topics and questions discussed for each office hour session.

*The LOE for the tasks and their related activities are estimates. Consultant will manage to the Total Estimated Days of LOE as an upper limit, meaning only billing for days actually worked.


Level of Effort and Reporting

The level of effort is up to 70 days for the contracted period. The position will report to the Private Sector Manager, or their designee.


Work Procedures

The Consultant will be provided with further detailed instructions that outline DAI’s work procedures, which the Consultant is required to follow, including:

  • Utilizing DAI’s External Collaboration site on SharePoint daily for all working and final documents, including background reference materials, interview notes, and other materials used in the work of completing assignments.
  • Documents must adhere to ADS 501 ADS Style and Format Guide, particularly in the sourcing/referencing in footnotes primary and secondary reference materials.
  • Documents must be saved using DAI’s file naming procedures.


Qualifications

  • BA/BS in Information Technology, Computer Science, Education, English, or a related field.
  • Practical work experience in translating or interpreting technology-related training programs or delivering IT or cloud computing training.
  • Professional fluency in both English and Burmese (oral and written), with the ability to translate technical content from English to Burmese effectively.
  • Ability to work with minimum supervision in a fast, dynamic, and outcome-oriented working environment.
  • Strong communication and interpersonal skills in both English and Burmese (oral and written).
  • Ability to work collaboratively with individuals from diverse backgrounds and nationalities.
  • Strong organizational, planning, and time management skills.
  • Familiarity with cloud computing technologies and IT concepts is highly desirable.
