Director – Power and Energy Consulting

Position Summary 

Witt O’Brien’s is seeking a Director to lead our Power and Energy Consulting within the Government Advisory Services practice. This role will focus on partnering with State Energy Offices, Public Utilities, and Power Cooperatives to develop and deploy innovative energy programs funded through the Inflation Reduction Act (IRA) and the Bipartisan Infrastructure Law (BIL), including various rebate programs. The ideal candidate will bring extensive experience in program development, policy analysis, and strategic business planning within the energy sector, with a particular emphasis on collaboration with state-level government agencies.

Essential Job Functions 

  • Program Leadership: Lead the development and deployment of state-level energy programs, with a focus on initiatives funded by the IRA and BIL, including various rebate programs.
  • Partnership Development: Establish and maintain strong, collaborative relationships with State Energy Offices, Public Utilities, and Power Cooperative to ensure successful program development and implementation.
  • Policy Analysis: Conduct in-depth policy analysis to support the design and optimization of energy programs, ensuring alignment with federal and state goals. Lead efforts to adapt and refine policies and processes in response to changing funding and regulatory landscapes, and client needs.
  • Strategic Planning: Develop and execute strategic business plans to grow Witt O’Brien’s presence in the power and energy sector, with a emphasis on expanding services to state governments.
  • Client Engagement: Serve as the primary point of contact for state clients, offering expert guidance on program design, funding opportunities, and regulatory compliance.
  • Market Assessment: Conduct market assessments to identify emerging trends and opportunities in the energy sector, with a particular focus on those related to the IRA and BIL.
  • Proposal Development: Identify and pursue new business opportunities related to the energy sector. Prepare proposals, cost estimates, and other client-facing documents to support strategies aimed at expanding the client base. Team Leadership: Build, mentor and lead a team of professionals working on energy initiatives. Provide mentorship, guidance, and support to ensure high-quality service delivery and alignment with client objectives. Foster a culture of continuous learning and development, ensuring the team remains current on applicable and emerging needs and regulations.
  • Thought Leadership: Represent Witt O’Brien’s in industry forums, conferences, and public speaking engagements, sharing insights on energy program development and policy advancements.
  • Performance Tracking: Establish and monitor key performance indicators (KPIs) to measure  the success of energy programs, making data-driven adjustments, as needed, to achieve desired outcomes.
  • Business Development: Identify and pursue new business opportunities within the power and energy sector, leveraging relationships with state agencies and other key stakeholders.

Minimum Job Requirements 

  • Bachelor’s degree in a relevant field such as Public Policy, Environmental Science, Energy Management, or a related discipline.
  • Minimum 10 years of experience in the energy sector, with a focus on working with State Energy Offices on program development, policy analysis, and strategic planning.
  • Deep understanding of the Inflation Reduction Act, Bipartisan Infrastructure Law, and related federal energy programs.
  • Excellent written and verbal communication skills, with the ability to convey complex regulatory information to diverse audiences.
  • Strong analytical and problem-solving abilities, particularly in policy analysis and program evaluation within the energy sector.
  • Proven ability to manage client relationships and deliver high-quality services that meet or exceed client expectations.

Preferred Job Requirements

  • Master’s degree in relevant field from an accredited college or university is preferred.
  • Professional certifications in energy management, policy analysis, or project management (e.g., CEM, PMP).
  • 3+ years of experience in a management or leadership role within a consulting firm.
