ThinkWell is seeking a consultant for an upcoming opportunity in Angola. The Consultant will be responsible for leading a health financing landscaping report in Angola.
This is a part-time consultancy, with a requirement for fluency in Portuguese and a preference for candidates based in Angola.
What you'll do:
Lead development and stakeholder validation of a health financing landscaping report, including desk reviews and key informant interviews, based on a template and structure shared by ThinkWell.
- Carry out a desk review of relevant documents on Angola’s health financing system, challenges, and policy developments, drawing from documents published by the Government of Angola, WHO, World Bank, the IMF, and others.
- Engage stakeholders in government, private sector, and civil society and facilitate a series of key informant interviews (KII).
- Develop a stakeholder map of relevant parties.
- Lead drafting of the landscaping report, structured according to the four pillars of the ALM framework.
- Support dissemination of the report to key stakeholders, including through a PowerPoint slide deck which summarizes key findings from the report.

Requirements
- Advanced degree (Masters or above) in Health Finance, Health Economics, Business Administration or other relevant field preferred.
- Experience working on health financing in Angola.
- Previous experience working with The Global Fund is a plus.
- Connections, or ability to make connections, with key stakeholders in Angola’s health financing space (to facilitate key informant interviews).
- Strong verbal and written English and Portuguese language skills.
