Job description

We are seeking an experienced Unemployment Insurance Program/Project Manager to lead an IT modernization program (consisting of multiple projects) for a potential state government client. You should have experience managing large teams and multifaceted IT modernization efforts.
You will apply your knowledge and experience to support our state government client in managing several IT modernization projects through directing the state agency and our project staff. You will bring a mix of expert-level program/project management capabilities and IT modernization capabilities, exceptional organizational and self-management qualities, strong leadership and teamwork capabilities, and effective written and verbal communication skills.

Travel expectation: Approximately 50% travel to the client site is anticipated, as is the expectation to support future engagements/projects (once the above-described project ends).

Responsibilities:
As an Unemployment Insurance IT Modernization Project Director
  • Lead and support the delivery of services to our current and future state government client(s) on time, within scope, and within budget, including assigning and managing state government and project staff.
  • Serve as project director to our current state government client, and as project director or project manager for future state government clients across the country, supporting client work and deepening our team's experience and knowledge.
  • Develop project deliverables, or review/finalize project deliverables developed by team members, for our current and future state government client(s).
  • Communicate project and delivery status to our clients, team members, and other stakeholders, including the facilitation of client meetings.
As a team member, you will:
  • In partnership with our internal team, lead and support business development and opportunity management activities to identify new opportunities, make go/no go decisions, and respond to state government opportunities related to IT modernization.
  • Assist in the career development of our team to deepen team capabilities and services related to state government IT modernization projects.
  • Develop training opportunities for our team related to IT modernization efforts.
  • Attend national conference(s) representing us in the state government / IT consulting market.
  • Participate in marketing and business development activities, including writing blog posts and leading and participating in prospective client business development meetings.
Requirements:
  • A minimum of ten (10) years of experience performing IT project management functions for large scale, enterprise business initiatives, including leading, advising, assisting, and/or reviewing the work of other project staff members.
  • Experience successfully managing at least one complex project for a Unemployment Insurance state agency within the last five (5) years.
  • Experience successfully managing at least one complex project for the United States Department of Labor or USDOL State Workforce Agency Concentration within the last (2) years
  • Demonstrated knowledge of and experience with USDOL UI program and conformity requirements.
  • Experience implementing technologies that enhance Unemployment Insurance programs that span the complete spectrum of IT systems, solutions, and processes to support, and enhance foundational infrastructure, services, business systems, and enterprise software applications.
  • Experience in project planning, scheduling, scope management, risk management, status reporting, and change control.
  • Demonstrated knowledge of the project management industry best practices for service/systems creation and development.
  • A current Project Management Professional (PMP) certification.
  • Knowledge of quality assurance/control procedures and demonstrated proactive problem management skills.
  • Experience facilitating meetings and public speaking with large groups.
  • Proficiency in all Microsoft (MS) applications including MS Project and MS Visio.
  • Ability to balance multiple assignments and achieve quality results in a timely manner.
  • Knowledge of various SDLC methodologies and related processes/artifacts.
  • Demonstrated critical thinking and logical reasoning skills.
  • Ability to use problem-solving and root-cause analysis skills to identify project risks/issues and develop/communicate recommendations to address them in a constructive manner.
  • Ability to build and sustain positive working relationships with diverse teams.
  • Ability to draft client-facing reports/communications in a professional/constructive manner.
