Position Title: Director, Soft Surface Program
$99,375 to $165,625 annually DOE

Job Summary
Direct and oversee all aspects of Outside Plant Engineering and Construction Soft Surface program in
Montana, Idaho, Washington, and Oregon. The position is responsible for directing multi-million-dollar
OSP and Construction budgets, company managers, construction teams and contract firms. This includes
the planning, engineering, and construction of F2 (front lot feed) (boring, missile, trenching) and Network
Outside Plant facilities. This position oversees and or participates in development of program to achieve
OSP and Construction goals of capital efficiency, homes past and installation time reduction. This position
will require 30%+ travel required to sites in Montana, Idaho, Washington, and Oregon.
Essential Duties and Responsibilities:

- Direct, manage, track, and prioritize budgets for capital and operating expenditures.
- Overall management of the expansion market, drive process, production plans, quality plans and
lead internal and external team to efficiency and on-time performance.
- Lead safety programs to complete work for internal/external teams.
- Create and maintain partnerships with local and state municipalities. Provide recurring updates to
municipalities and other local contacts.
- This position will require 30%+ travel required to sites in Montana, Idaho, Washington, and
Oregon.
- Oversee necessary permits applied and obtained to complete expected work.
- Oversee management of teams responsible for crossings, ROW easements and pole/conduit
providers and all construction activity.
- Industry organizations and utility interaction: DOT, Power Utilities, Telecommunication firms,
Municipalities and other Government Agencies, Cable Companies.
- Demonstrated ability to use logical thinking for OSP Principals, Engineering and Construction.
- Lead, manage and delegate to reported team members to include growth, expectations,
empowerment, taking ownership and overall communication to team on success and next steps.
- Must be available to work regular business hours Pacific Standard Time.
- Must also be available to work on-call, evenings and weekends as needed.
- Performs other duties as required to support the business and evolving organization.
Qualifications:
- Bachelor’s degree in a related field or equivalent combination of work experience.
- Minimum of eight years of OSP experience, including quoting, permitting and other pre-construction
activities.
- Detailed knowledge of industry construction and engineering design practices
- Strong Project management and negotiating skills and OSHA Regulations.
- Developed leadership skills, with the ability to mentor and lead others.
- Experience using fiber optic network documentation tools.
- Experience managing capital budgets preferred.
- Advanced understanding of the permitting process for railroad, DOT, cities, counties, and pole
owners.
- Must have and maintain a valid driver’s license and satisfactory driving record.
- End to end process understanding for fiber builds from the planning to the final sell-able network.
- Understanding of the permitting process and 3rd party requirements to build network plant.
- Technical understanding of the data distribution network and architecture from the core to the
customer distribution point.
- Proficiency with Microsoft Office Suite required to support Project Management responsibilities.
- Demonstrated success leading programs team to execute fiber network builds.
- Understanding of network engineering and inventory tools is a huge plus.

Work Environment
Work is performed in an office setting with exposure to computer screens and requires extensive use of a
