The Program Test Manager is expected to:

  • Assist, manage and maintain clear priorities to achieve section outcomes, and accommodate changing objectives and demands.
  • Contribute to section business plans, forward work plans, and associated risk treatment strategies, ensuring alignment with strategic directions.
  • Manage, define, approve and plan test artefacts using appropriate tools, not limited to Test Estimation, Test Schedule, Test Strategy, Test Plan, Test Execution Reports, Defect Modelling Reports, and Test

Summary Reports.

  • Manage program testing activities that are correctly prioritised to deliver outcomes that align to the Departments priorities.
  • Contribute to policies and other associated guiding material to achieve the section, Departmental and portfolios objectives and outcomes.
  • Lead and manage staff to deliver the sections objectives while providing support services.
  • Manage section work responsibilities and priorities to achieve assigned goals and support branch objectives.
  • Contribute to and assist in overseeing the sections human resource management in line with relevant.

policies and procedures.

  • Assign responsibilities, provide direction, leadership, and coaching, and remove barriers, as needed, to enable direct reports to execute their roles and achieve objectives and goals.
  • Create, manage, motivate, and promote staff in developing a working environment where test managers and their teams are supported to foster individual growth and promote high performance in their day-to-day activities on work that is challenging and rewarding.
  • Collaborate with colleagues across the Department and portfolio to deliver modern, high-quality testing services through holistic planning, systems development, risk mitigation and operational practices.
  • Evaluate, develop, and tailor appropriate controls to mitigate risk proportionate to the risk profile and agreed risk tolerances of the testing program.
  • Engage with key internal and external stakeholders to build effective relationships and networks to manage expectations and collaboratively deliver strategic outcomes.
  • Manage the testing lifecycle within the program and project parameters, develop tasks, identify dependencies and risks, outline mitigations to ensure system quality, and obtain stakeholder support.
  • Assist in developing budgets, managing finances, undertaking procurement and program testing activities to enable the section to deliver outputs and outcomes.
  • Ensure that all areas of testing are managed and delivered to a professional standard and in line with the Enterprise Testing policies, standards, and procedures.
  • Manage the definition and maintenance of various test environments and associated test data.
  • Have knowledge and understanding of, and the ability to report on, automation, support services, manual testing, quality management tools, and performance testing activities for the programs and projects.
  • Tailor communication (both written and verbal) to the specific audiences.
  • Demonstrate ethical behaviour and integrity.
  • Contribute to the enhancement of team culture and a positive workplace.
  • Facilitate and actively participate in meetings for internal and external testing operations and external workshops.
  • Have a demonstrated ability to adapt in a dynamic environment, applying significant judgement.
  • Initiate, build, and maintain strong stakeholder relationships across the ICT Division, with the business, and with operational areas, internally and externally.
  • Establish and maintain professional networks to support portfolio and project outcomes.
  • Develop workforce plans by examining a range of options to ensure appropriate resources are applied to work requirements, and where required, recruit APS and contractor staff to maintain team capacity.
  • Oversee, manage, and monitor the development and implementation of team training to remedy.
  • knowledge and skills gaps, including establishing metrics to measure the effectiveness of training against strategic branch and division outcomes.
