Job Summary**
Malaria remains a significant public health challenge in countries effected by malaria, causing substantial illness and death despite decades of concerted efforts to combat the disease. The persistence of malaria can be attributed to a complex interplay of factors that extend beyond the boundaries of traditional healthcare systems. This complexity is due to a range of direct factors (limited malaria funding for optimal coverage, availability of new tools, drug and insecticide resistance etc.) and indirect factors (climate change, population displacement, environmental dynamics).
To overcome these challenges and make significant strides toward the elimination of malaria, it is imperative to adopt multisectoral approaches that leverage the expertise and resources of various sectors. The imperative adoption of multisectoral approaches is essential because malaria elimination requires a coordinated effort across diverse sectors, pooling expertise and resources to tackle the complex interplay of factors influencing the spread and persistence of the disease, ultimately enhancing the effectiveness and sustainability of intervention strategies.
As Senior Program Manager and in line with CRS’ Vision2030 strategy, you will provide overall leadership to a CRS initiative called “Accelerating the End of Malaria Across Sectors” and part of CRS’ Strategic Change Platform #4 (SCP4). You will also be responsible for the overall management of the project including the quality of programmatic implementation (including monitoring, evaluation and learning) and administrative elements of the project to serve the poor and vulnerable. Collaborating with CRS staff and strategic partners in ongoing malaria and non-health programming, you will be responsible for ensuring that project results are achieved on time and on budget, including strategies for phase out and sustainability, and that the budget is consumed as planned. You will also represent CRS externally. **
Responsibilities**
Roles and Key Responsibilities:
- Lead the development, implementation and consolidation of SCP4. Provide oversight for all aspects of program quality, program management, representation, and human resources. Serve as the primary point of contact for the platform, including within CRS and externally with public, private and non-government stakeholders.
- Ensure strategic objectives and results are accomplished and meet technical quality standards through annual and quarterly activity planning and budget forecasts. Provide in-country and remote support, and coordinate between country, regional and global level divisions, colleagues and technical experts so all are informed and have a shared understanding of SCP4. In coordination with country programs, lead quarterly technical review of implementation plans.
- Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching and mentoring through direct and matrixed management. Strategically tailor development plans and complete performance assessments for direct reports, as applicable. Oversee the development of staffing plans and recruitment process of senior staff in country programs.
- Coordinate with CRS’ Monitoring, Evaluation, Accountability & Learning (MEAL) department to oversee the design and implementation of the monitoring and evaluation system for measuring scaled outcomes, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes.
- Manage and mitigate risk. Ensure compliance in CRS discretionary funds and public donor grants including oversight of partner budgets, finance and administration, and reporting to donors to CRS’ leadership, and internal and external advisory groups.
- Identify, manage and/or support strategic partnership building on country, region and global level (internal and external) and work together to build an inclusive and efficient system that can support malaria multisectoral programming.
- Coordinate relationships with country program teams, technical advisors at HQ and in regions, and partner organizations, including organization of review/planning workshops, and with both internal and external advisory committees. Contribute to coordination of roles and activities of staff from country program teams in implementation in line with CRS partnership principles. Represent CRS and the malaria strategic platform to external malaria stakeholders, through conferences, technical working groups, advisory committees, etc.
- Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Facilitate global SCP4 sessions and contribute to global reflection on what is working and what is not within the platform, including through dialogue, research and thematic exploration. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.
- Oversee the refining and roll-out of communication strategies and materials, complying with donor and CRS’ branding and marketing requirements and procedures. In coordination with the health communications advisor, support the development of program learning in connection to CRS’ malaria strategic platform - identify opportunities for learning, research and publications in the area of malaria in multisectoral programming and implementation of CRS’ MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda and to external learning in this area. Ensure integration of innovations and best practices. Prepare advocacy briefs with platform and communications staff.
- Proactively implement a resource mobilization plan to further the short-term objectives in malaria multisectoral programming and long-term objectives to accelerate the end of malaria of CRS’ malaria strategic platform through a comprehensive package of malaria interventions. Support the development of quality proposals in malaria multisectoral programming and comprehensive malaria interventions per agency and donor standards.
Qualifications
Basic Qualifications
- Master’s degree in Public Health, Health Sciences, International Development, International Relations or in any other field relevant to international development required. Additional program management experience may substitute for some education.
- At least 5 years of experience managing grants or contracts, with preferably at least 3 years working in the area of international development. Experience working in public health, including malaria, or multisectoral programming, a plus.
- Experience in coordination of multiple activities, and in collaborating with local, regional and national government strategies and policies. Experience with projects that work to catalyze humanitarian and development outcomes at scale a plus.
- Proven track record of successful management of multi-activity projects, logistics and budgets.
- At least 3 years of supervisory experience, including performance evaluation, coaching and mentoring.
Required Languages - Fluency in English is required. Fluency in French is desirable/preferred. _**
Travel_ - Must be willing and able to travel approximately 25% of time.

Preferred Qualifications
- Knowledge of CRS Partnership strategy and Partner management experience an advantage.
- Prior experience working in the Africa region, preferred.

- Excellent knowledge and experience in budget management and project management.
- Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.
