Founded in 2000, Free the Slaves (FTS) is a pioneer and leader in the global effort to eradicate slavery. Our mission is end the conditions that allow modern slavery to exist. Free the Slaves works at the grassroots level to empower vulnerable individuals and communities to achieve freedom from slavery and develop resistance to slavery. We work with and through local partners to build capacity to combat slavery and trafficking. We advocate for policies and laws that help in the fight against slavery. Terms of Reference and Deliverables
The Consultant will review and assess the content of Module 4 on the Ensuring Access to Essential Social and Economic Services, meaning ensuring that the module is consistent and focused on the objectives of the module, the content is accurate, ethical, practical, and free of any plagiarism. The complete documents to review are listed below:
· Trainer’s Manual: with knowledge content and practical guidance for the trainer on how to facilitate each training session and conduct the various learning exercises during the training event.
· Participant’s Manual: a manual with knowledge content and learning aids to be used by participants during the training event.
· Training PowerPoint Slides: visual slides that will be used during a training event.
· Technical Assistance Guide: guidance on how FTS or other trainers can provide follow-up technical assistance to partner organizations during the implementation phase over a 12-month period.
· Evaluation Guide: guidance on how to conduct a training needs assessment prior to the training event and how to evaluate the training event, with daily and end-of-training evaluation sheets.
· Backpacker’s Guide: an easy-reference summary for use in the field by trainers
· The consultant will use 30 working days from the date of signing the contract to complete the task
Program Background
Free the Slaves has developed a community-based model, which focuses on identifying and supporting at-risk communities, so they acquire the intellectual, organizational, legal, political, and physical assets that reduce vulnerability to slavery and liberate those in slavery.
Free the Slaves is developing its Community Liberation Toolkit to distill the knowledge, skills and norms needed to implement the FTS community-based approach to liberate people from slavery and change the conditions that allow slavery to persist. FTS has developed and field-tested Module 1 – Educating and Mobilizing Vulnerable Communities, Module 2 – Survivor Liberation, Care and Reintegration, and Modul 3 – Rule of Law. It is in the process of finalizing a draft of Module 4 – Ensuring Access to Essential Social and Economic Services.
The objective of Module 4 is to fostering partnerships between anti-slavery organizations and relief and development organizations and agencies, with the objective of developing household economic and livelihood capacity to build resistance to slavery and human trafficking. Identify opportunities and challenges to integrating anti-slavery and anti-trafficking interventions into development programs. Help participants develop action plans for supporting vulnerable families and household access to available social protection services and advocating for greater integration of anti-slavery and anti-human trafficking into the programs of relief and development organizations.
The Training Manual & Module Reviewer will report, and regularly update, the FTS West Africa Regional Director of progress in undertaking the consultancy. The Consultant will also work with the consultant who has developed the draft Module 4, to discuss questions of content or intent, as well as to discuss proposed revisions.
The review to be conducted should include consideration of the use and adaptation of Module materials for on-line purposes. The training workshop outputs should include an action plan by each workshop participant for field implementation following the training, thus the module should be developed in a way to facilitate this. The Technical Assistance Guide should support follow-up consultations with the participants and their supervisors during implementation of their action plans, typically over a 12-month period.
Desired Qualifications
· A high level of expertise and experience in the content areas cited above
· Experience in developing and applying practical tools that are suitable for NGOs working with highly vulnerable communities
· Proven ability and experience in facilitating training workshops
· Extensive experience in the development of training curricula and materials
· Demonstrated experience in training local grassroots organizations on human rights and human trafficking
· Fluency in English (written and spoken) with excellent communication skills
· Post-graduate degree in a relevant field
· At least ten years of relevant professional experience

· A description of the consulting organization or individual applicant, including the curriculum vitae of the primary consultant and short biographies of any additional members of the team, highlighting expertise needed to support the technical proposal and references
· A financial proposal for the completion of the deliverables
· Examples of training modules, guides and other materials prepared by the applicant
